Procedure

Apply In-Person:

1. To get approval for external university study at student own expense, applicant has to visit the Ministry of education and higher education (MOEHE) office.

3. Applicant has to approach the authorities of Ministry of education and higher education and obtain the application form from the respective officer.
4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the respective officer in Ministry of education and higher education address mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, external university study at student own expense will be approved.

2. If you already have an account, in the left side of the home page please enter your registered email id and password then click on “Sign in” button.
3. If you don’t have an account, visit the following link: link. After visiting website, please read the instructions carefully and enter the appropriate details then click on “Next” button.
4. You will receive an Email with verification code to your registered Email id.
5. In the next page, please enter the verification code and click the applicable to complete the new registration.
6. After successful Login, please select the “Prior approval for university study at student’s own expenses” option then click on “Create New Application” option.
7. Now complete the form with necessary information and you can upload the required documents mentioned in the required documents section below then click on applicable button to submit the application.
8. After submission, now the authorities will verify your application and validate the submitted documents.
9. After verification process, external university study at student own expense will be approved.

• Copy of Qatar ID card.
• Copy of Passport.
• Copy of the previous educational qualification certificate.
• Letter of approval from the employer but if the applicant is not working, she/he must submit a letter from the Ministry of Administrative Development, Labour and Social Affairs (MADLSA) stating that the applicant isn’t a government employee.
