Procedure

Apply In-Person

1. To apply for a home license, applicant has to visit the commercial registration and licensing department at the MOCI office.

3. Applicant has to visit the Ministry of Commerce and Industry (MOCI)and obtain the application form from the respective officer.
4. Nowcomplete the form with necessary information andmake sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the public service officer in the commercial registration and licenses department in the MOCI office. The address is mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, the applicant will be later requested to collect the home license on a specified date.

Apply Online

1. Toapply for a home license through online, visit the following link: online portal
2. If you already have an account, please enter your user id and password then click on “login” button.
3. If you don’t have an account, click on “new user” option.
4. Read the general instruction carefully and click on “I Agree” button.
5. In the next page, if you have valid Qatar Residency please choose “yes” from the dropdown menu. If you don’t have valid Qatar Residency please choose “No” from the dropdown menu.
6. In the next page, please select the document type from the dropdown menu. Then enter the appropriate details from the applicable field and click on “Next” button.
7. Now complete the form with necessary information and click on “Next” button.
8. You will receive an SMS with the verification code to your registered mobile number.
9. In the next page you enter the verification code and click on “Next” button.
10. In the next page you can upload the required documents then enter the required information and click on “Next” button.
11. In the next page acknowledgement statement is available, read it carefully then select the checkbox and click on “Submit” button.
12. Now you will receive an email with a case number and a verification link. Verify your email using that link. Then visit the nearest MOCI office and submit the case number to the respective officer which you have received in your email and SMS.
13. After submitting your case number, officers will verify and activate your new user account.
14. After successful login, please select “Commercial Licenses” service from the list and then click on “Application for a Home License” option.
15. Now complete the form with necessary information then click on applicable button.
16. In the next page, you can upload the required documents mentioned in the required documents section below then click on applicable button.
17. Once you complete this, you will be redirected to a screen in which you can review your information.
18. After reviewing your information, pay the appropriate fees to issue home license.
19. After successful payment, now the authorities will verify your application and validate the submitted documents.
20. After verification process, the applicant will be later requested to collect the home license on a specified date.

Required Documents

• Copy of applicant Qatari ID card.
• A pledge from the license (that he/she will not violate the license conditions).
• Copy of building completion certificate.
• No objection letter from the owner and a copy of the ID (in case the house is rented).
• No objection letter from the guardian and a copy of the ID card (if the license is for a member of the household first-degree relatives only).
• Copy of the licensee's health certificate and providing of civil defense requirements (In case of food activity).

A registration fee of QR1020/- applies.

Instructions

• Applicant shall submit a request to the commercial registration and licenses department in the Ministry of Commerce and Industry (MOCI) to apply for a home license.
• Ownership act only, in case the property is registered as a villa or a popular house. In case of registering a vacant land, then a building completion certificate is required.
