Procedure

Founders who wish to establish a private institution, may submit a registration request to obtain licensing for establishing a private institution, in accordance with the provisions of Law No. 12 of 2004 of Associations & Private Institutions and its amendments, and the decision of the Minister of Civil Service and Housing Affairs No. (2) Of 2005 on issuing forms for Articles of Associations (AOA) and Memorandums of Association (MOA) for associations, professional associations & private institutions.

Apply In-Person

1. The applicant for Establishing a Private Institution of Multiple Partners has to make an application in person to the Ministry of Administrative Development, Labor and Social Affairs (MADLSA). This can be done by visiting the MADLSA (offices) to complete the Application to Register a Private Institution of Multiple Partners form.
2. The form can be obtained from the MADLSA Qatar offices or downloaded from the Ministry of Administrative Development, Labor and Social Affairs MADLSA Website through the following link
3. Fill in the required information correctly .
4. The completed form is to be submitted to the licensing authorities along with the required documents. A list of the required documents is mentioned in the “Required Documents” section of this page.
5. Pay the required fees and submit the payment receipt to the relevant authorities
6. Now the authorities will verify your application and validate the submitted documents.
7. After verification process, the applicant will be later notified to collect the registration certificate from the MADLSA offices.

Note:

• All members of the institution must prove to have a good reputation. Therefore, each member needs to obtain a certificate of good conduct form the Ministry of Interior.

Required Documents

1. Three original copies of the Memorandum of Association (MOA) of the private institution
2. Three original copies of the Articles of Association (AOA) belonging to the Association
3. Copy of each member’s QID Card
4. Minutes of the founder’s meeting held to appoint members of the BOD of the private institution
5. Certificate of good conduct of members
6. Names and signatures in the names sheet should be matched with the details of the ID Card

Eligibility

• Founder or joined members to be Qatari.
• Founder or joined member not to be less than 18 years old.
• Founder or joined member to have good reputation. (Must have a certificate of good conduct)
• A condition of the founder or joined member is that no final decision has been issued against him of being convicted of committing a breach of trust, unless he has been rehabilitated.

Fees

• Payment of a amount of the less than ten million Qatari Riyals i.e. 10 riyals against issuing the certificate.
• Payment of 10 Qatari Riyals to the Ministry of Interior as fees for issuing certificate of good conduct.

• The application for the registration of a private institution (multiple partnerships) should be submitted in accordance with provisions of Law No. 12 of 2004 of Associations & Private Institutions and its amendments, and the decision of the Minister of Civil Service and Housing Affairs No. (2) of 2005 on issuing forms of the contract or AOAs and MOAs for associations, professional associations & private institutions.
• The applicants should acknowledge to open a bank account in the name of the institution in an accredited Qatari bank, to provide headquarters, and to pay the share capital of institution which should not be less than ten million Qatari Riyals.
