Procedure

• The license issuing procedures passed through a lot of phases to make sure that the applicant meets every legal requirement and technical standards required to obtain a driving license and we can summarize those stages as follows:

Apply In Person

1. Enroll to a driving school
   

   • The first step in obtaining a driving license in Qatar is enrolling in a driving school.
   • Before doing this the applicant should make sure they are eligible to make this application. The eligibility criteria are mentioned in the “Eligibility” section of this page
   • Requirements for enrolment to train as a driver are as follows

   (i). One should not be less than 18 years old.

   (ii). Eye test results of the applicant

   (iii). One should have a medical test certificate to prove physical fitness.

   (iv). One should be able to read and write in the official languages.

2. Apply for a Driver’s learning license
   

   • A driver’s learning license is issued to an applicant who wants to undergo training in driving.
   • It is endorsed in respect of any class or classes of the motor vehicle which if he held a driving license he would be entitled to drive, in order that the applicant may learn to drive such class or classes of vehicle.
   • This license is valid for three (3) months only but may be renewed for further periods of three months on payment of the prescribed fee of QR 150.
   • The application for the learning license is done by submitting an application to the General Directorate of Traffic at the Ministry of Interior (MOI).

3. Apply for a Learning insurance
   

   • If you wish to learn driving on a private car you need to obtain learning insurance which is valid for three months during which you will undertaking your training.

4. Carry out your driving training
   

   • For first-time applicants this usually takes a period of three months, after which you are required to take a direct driving test.

5. Register Approval for Direct Driving Test with the General Directorate of Traffic at the Ministry of Interior (MOI)
   

   • This service enables driving schools to register their students online for the direct driving test and confirm the test fees’ collections, through the e-services portal of the Ministry of Interior (MOI).
   • Book the examination date which is convenient to you and avail yourself on the said date.

6. Take the driving test and wait for the results.
   

   • There are two tests which you have to take

   (i). - Theoretical test: The test is in Arabic for traffic rules and signals and principles in car mechanics, but for those who do not know in Arabic can take the theoretical test orally.

   (ii). - Practical test: If the applicant passes the theoretical test, he or she is given a practical test that examines his ability to drive in all circumstances. The test is conducted on a vehicle of the type applied for a driver's license.

   • If you are successful you will be given the test results indicating that you passed the driving test.

7. Apply for the driving license
   

   • This is done by submitting an application in person to the General Directorate of Traffic at the Ministry of Interior (MOI)
   • The first step is to visit the General Directorate of Traffic offices to submit your application.
   • Here you will be given an “Application for New Driving License form” to fill and submit. The application form can also be downloaded from the following link : Application for New Driving License, and filled in beforehand.
   • Fill in the required information correctly and attach the required documents. The required documents are mentioned in the “Required Documents” section of this page.
   • Proceed to pay the appropriate application fees for the driving license, (as per the category of the driving license) and attach the acknowledgment receipt to the application form for submission.
   • The General Directorate of Traffic officials will go through your application to verify that everything is in order. If everything is in order your application for the driving license will be processed.
   • The applicant will be notified once the Driving license is ready for collection. This normally is after a period of three to five days.
   • Carry your identification documents when collecting your new driving license.

Required Documents

For Qatari’s

1. Original ID card with a copy
2. Attach (3) recent color photos.
3. Eye test results.
4. Learning insurance for a period of (3 months) for those who wish to learn on private car ( for Qataris only)

For Non-Qatari’s

1. Attach a letter from the sponsor with approval on the application for a new license for his employee to identify the type of license required. ( No objection Certificate to Obtain Driving License)
2. Valid Passport and copy of the passport.
3. legal residence permit in the country
4. A copy of the ID card of the sponsor if the sponsor was a (person).
5. (3) Recent color photos.
6. Eye test results.
7. The license applicant will be shifted to the approved driving schools in the State as per the desire of the person to choose the driving school he wants.

Eligibility

• Individuals, companies, and government entities may submit a request to the General Directorate of Traffic at the Ministry of Interior (MOI) to issue a new driving license.
• Conditions to be met to be issued with a driving license.:

1. The age requirement should be reached, which is 18 years.
2. Physical fitness requirement. (the applicant should be physically fit)
3. Pass the driving test. (the applicant should have passed the driving test)
4. The non-Qataris and the GCC citizens are required to obtain a legal residence permit in the country.
5. The legal age of (18 years) for obtaining a driving license for a light vehicle, or a motorcycle.
6. The Legal age of (21 years) for obtaining heavy driver's license, or licenses for the construction and agricultural equipment.

Fees

• Driving license for private light vehicle QR 500 for ten years validity for Qatari citizen, and QR 250 for five years validity for non- Qataris
• Driving license for private heavy vehicle QR 600 for ten years validity for Qatari citizensn, and QR 300 for five years validity for non - Qataris
• Driving license for constructional, agricultural, industrial vehicles QR 600 for ten years validity for Qatari citizens, and or QR 300 for five years for non - Qataris
• Driving license for motorcycle QR 300 for ten years validity for Qatari citizens, and or QR 150 for five years for non - Qataris

Validity

• The driving licenses are valid for a period of five or ten years depending on the application
• 10 years for Qataris
• 5 years for non- Qataris

• - Citizens or foreigners are never allowed to drive in Qatar without a driving license or they will be subject to unlicensed driving penalties in accordance with the Qatar Traffic Law.
• - The conditions for applying for a driver's license in Qatar vary according to many criteria, for example, the conditions for obtaining a driver's license for citizens are different from foreigners, people with special needs and other situations.
• - The agreed thing is that you must pass the driving test in order to be able to obtain a driver's license.
• - The person must pass a theoretical and practical test to pass the driving test in order to be able to apply for a license. The applicant for a driving license if he holds a driving license from a foreign legal authority or holders of a military driving license can be exempted from taking the test.

Need for the Document

• The driving license is issued as an authority to allow a person to drive a motor vehicle of any class on a road in Qatar.
• No person is allowed to drive a motor vehicle on road in Qatar unless he is the holder of a valid driving license endorsed in respect of that class of vehicle.
• Any person driving a motor vehicle on a road is required by law carry his driving license or provisional license, and on being so required by a police officer, produce it for examination.
• The driving license shows compliance with Qatar’s traffic laws regarding driving.

• Before issuing any type of driving license to non-Qataris, the person applying for a learning driving license is referred to the approved driving schools in the country to select the desired school.
• Before issuing driving licenses to people who are coming to Qatar for work and have a residence permit and driving license in another country, applicants are referred to driving schools to be tested by an MOI success committee in order to ensure their ability to drive a vehicle. In case of passing the test, they are granted the required license, yet, in case of failure, there is another opportunity for a test after which the applicant is enrolled in a full learning course through a driving school.
• In case of persons with a disability, applicants are referred, upon a letter by the Traffic Department, to the Medical Services Department after identifying the type of disability if it is visible. According to a medical report, such applicants are granted the required license as per the terms defined in the report, with a clear label added to the driving license to clarify the type of vehicle they are permitted to drive and a label is put on the vehicle as well.
• In case of tourists and visitors holding valid international driving licenses, applicants may drive with such licenses for a maximum of six months. After that period, they have to refer to the licensing authority for approval. This is verified through the passport of the tourist or visitor to determine the date of entering the country.
• In case of GCC residents: Holders of valid driving licenses, issued from the GCC countries, and which are obtained by any foreigner staying in a GCC country and coming to Qatar for visit or tourism, may drive using such licenses for no more than three months.
