Portugal - Obtain tax/fiscal identification number

To apply you will need proof of identity usually for non-resident individuals this can be an identity card from a European Union country or a Passport.
At the Tax Office, the clerk will enter your details into the computer and print off the form. All communication from the tax authorities will then go to the address you have provided.
If you do not yet have a fixed residency in Portugal, you need to apply for your tax registration number through your local Tax Office and provide them with the address to which you want correspondence sent.
You must show some kind of document containing that address, whether in Portugal or elsewhere. If you move, you must tell the Tax Office your new address this is not done automatically even if you buy a property and register it with Finanas. This can be done at any Tax Department in the country.

EligibilityEdit
Individuals living more than 183 days in Portugal in a given tax year (1 Jan 31 Dec) are considered as residents for tax purposes. Non-residents may also be liable for Portuguese property tax on the same source of income in their home country of residence, where taxes are levied on worldwide income. Relief for double taxation may apply.

It is assigned by the tax and custom authority, a body of ministry of finance and public administration.
Everyone due to pay taxes in Portugal must apply for a tax registration number. Numero de indetificacao fiscal (nif) this includes all adult foreign nationals who own property, operate a business, are employed, or seek residence in Portugal.

Need for the DocumentEdit
The tax identification number, abbreviated as NIF, is a sequence number used exclusively for the processing of information in tax and customs nature and should be generated automatically in accordance with the provisions of this law.
An individuals tax identification number may be obtained by the individual from any tax office or from a Citizens Shop (Loja do Cidado) upon presentation of an original passport (or national identity card if an EU citizen); or it may be obtained by the individuals tax representative, who will need a legalised copy of the represented persons passport (or national identity card if an EU citizen) plus a power of attorney.

Non-resident individuals with businesses or income in Portugal, or companies that are not based in Portugal or permanently established within Portuguese territory need to designate a fiscal representative, who will be jointly liable with the entity they represent, in order to comply with the obligations resulting from financial and business activities. If you are not a resident and do not have any sort of income in Portugal, you no longer need a fiscal representative but you should always seek professional advice on all issues relating to your tax obligations.
