Portugal - Apply for a Citizen Card (Cart'o de Cidad'o)

ProcedureEdit

You are a national citizen, resident in Portugal or abroad. Or you are a Brazilian citizens under the Porto Seguro Treaty and have valid residence permit in Portugal.

You can apply for a Citizen Card (Cart’o de Cidad’o) from the 20 days after your birth registration. Please follow the below guiding to apply for a Citizen Card:

Prepare the required documents
  • Your Identity card (*)
  • Your Taxpayer Card (*)
  • Your Social Security Card (*)
  • Your Health Use Card and/ or other health care system that you have (*)
  • Your Voter Card (*)
  • Your valid residence Title for citizens covered by the Porto Seguro Treaty (if applicable)
(*) The non-existence or loss of any of these documents does not prevent the application for Citizen Card.
  • If you are under 12 years old, you must prepare your Identity Card (if have) with legal identification document of your parent or legal guardian as their Identity Card, Citizen Card, Residence Certificate or registration document at the Consulate.
  • If you are over 12 years old and you do not present your Identity card, you must present at least one supplementary document as residence certificate, driver’s license, passport or document of registration with the Consulate.
  • On the other hand, you can present two original document of your relatives as Identity card, Citizen Card, Residence Card or document of registration with the Consulate, if you do not want to be accompaniment with your family or with two authorized witnesses when applying.


Scheduling (optional)
  • To schedule the date of your service you must call or send an email, indicating your Full name, desired date, time, what store of the Citizen or Conservatory intended and your phone number.
  • Confirmation of the requested appointment via telephone will be made immediately and confirmation of the requested scheduling by email will be provided as soon as possible, in order of incoming emails.

Visit a suitable office that provide the Citizen Card service
  • If you are under 12 years old, you must be accompanied with your family (parent, legal guardian).
  • Other cases will depend on that you can present your identity card or not.
  • You can apply for a Citizen Card follow the above scheduling (if have) or at the offices:
    • The Registry and Notary Institute (IRN) offices: link

    • The Agency for the Modernization and Quality of Citizen Services (RIAC) offices: link
    • Portuguese Consular Posts: link
  • Present the required documents and follow all of officer’s guiding to apply for a Citizen Card.
  • Take your option of delivery, pay the applicable fee and wait for your Citizen Card delivery.

Up to 25 years old:

  • Normal order with delivery in national territory - € 15.00
  • Normal order with delivery abroad - € 20.00
  • Urgent request - € 30.00
  • Extreme urgent order with delivery on day or within 1 business day - € 50.00
  • Urgent order with delivery abroad - € 45.00


From 25 years old:

  • Normal order with delivery in national territory - € 18.00
  • Normal order with delivery abroad - € 23.00
  • Urgent request - € 33.00
  • Extreme urgent order with delivery on day or within 1 business day - € 53.00
  • Urgent order with delivery abroad - € 48.00


First Request:

  • First order up to the age of 20 days with delivery in nation territory - € 7.50
  • First order up to the age of 20 days with delivery abroad - € 10.00


External Service:

  • Request for external service is € 40.00, which adds to the card issuance fees

ValidityEdit

  • Up to 25 years old: 5 years
  • From 25 years old : 10 years
  • Brazilian citizens under the Porto Seguro Treaty – the date of validity corresponds to that of the Residence Card
