Procedure

Apply Online

1. To Obtain Certificate of Non-Coverage from the EMB, the applicant has to use the following link to complete the application in online link
2. To start the application, click "Verify the coverage of your Project and Submit CNC Application Online" bar.
3. On the next page, search the type of the applicant’s proposed project using the "Project Type/Description" search bar (it's on the left side of the page).
4. Make sure that the applicant has selected the appropriate project type and provided the correct project size. Once the applicant is done click the "Next" button.
5. Next, answer the screening questions. When the applicant is done, click the "Verify Coverage" button.
6. Complete the applicant's information page. Here the applicant will be asked to provide a contact email address.
7. Make sure that the applicant has access to the email account because he/she will be asked to verify the email address during the application process by entering the validation code sent to the email.
8. After validation click the "Save and Request Order of Payment".
9. After successfully saving the application, click the "Download Order of Payment" button.
10. Pay the corresponding application fee at any Landbank branches or you can also pay using Landbank’s internet-based facility.

12. Once the applicant has made the payment, go back to the CNC Online Application System to continue the application process.

    Note: the applicant needs to upload the proof of payment together with the supporting documents within 15 days from issuance of Order of Payment.

13. Input the payment transaction reference and then click the "Verify" button.
14. Upload proof of payment and all the required documents. Make sure that the applicant double check all the documents that the applicant has submitted.
15. By clicking the "Submit Supporting Documents" button, the applicant acknowledge that all the information that he/she has provided are true and accurate.
16. It also means that the applicant understand that EMB is not prevented from validating, requesting additional information, deny application or cancel the Certificate if the information provided in the application and the documents submitted are fake or falsified.
17. Once the application is approved the applicant may be able to download his/her Certificate of Non-Coverage by clicking the "Download Certificate" button.
18. This entire process can be completed within 7 days or as per the timeline advised by the respective department authority.

Need for the Document

• Certificate of Non-Coverage means a document issued by the EMB (Environmental Management Bureau) certifying that, based on the submitted project description, the project is not covered by the EIS (Philippine Environmental Impact Statement) system and is not required to secure an ECC.
