Apply In Person

  1. To Obtain Authorization to Operate a PETC (Private Emission Testing Center), the applicant has to approach the Land Transportation Office link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. Then the application will be processed further.
  10. Once the process gets completed, the applicant gets a call from the office regarding the application.
  11. If the application is approved, attend the PETC training program provided by the LTO. This training program is mandatory for all authorized PETC operators.
  12. Pass the PETC examination administered by the LTO. The examination covers the basic knowledge and skills required of a PETC operator.
  13. If the applicant passes the examination, the applicant will be issued a PETC Authorization Certificate, which he/she needs to renew annually.
  14. This entire process can be completed within 25 days or as per the timeline advised by the respective department authority.

  • Certified true copy of your course completion certificate
  • Certificate of employment or proof of relevant work experience
  • Business permit or registration certificate
  • Location plan and building plan of the proposed PETC site

  • Tax clearance certificate
  • Any other documents (If required)

EligibilityEdit

Ensure that the applicant meets the qualifications set by the Land Transportation Office (LTO) for PETC operators. These qualifications include:

  • Must be a Filipino citizen
  • Must be of legal age and good moral character
  • Must have no criminal record
  • Must have completed a course in mechanical or automotive engineering, or any related field from a recognized institution
  • Must have at least three (3) years of relevant work experience in the field of automotive servicing or engineering
  • Must have the financial capacity to operate a PETC
  • Must have a suitable location for the PETC, as determined by the LTO
