Apply In-Person:

  1. To Apply for Exclusive Sand and Gravel Permit or License, the applicant has to approach the Department of Environment and Natural ResourcesMines and Geosciences Bureau (MGB) offices link The applicant has click on the region to find nearby offices.
  2. An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. The authority will undergo a thorough inspection by a certified inspector to ensure that it meets the required standards.
  12. After successful verification the authority will issue the permit
  13. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

  • Application Form link
  • Location Map of the applied area showing (geographic coordinates /meridional blocks) and boundaries in relation to major environmental features of the projects using NAMRIA topographic map in a scale of 1:50 000 duly prepared, signed and sealed by a MGB deputized Geodetic Engineer
  • Sketch Plan duly prepared, signed and sealed by a MGB deputized Geodetic Engineer
  • Five-year (5) Work Program duly prepared, signed and sealed by a Mining Engineer / Geologist(ISAG/ QP Application only)
  • One (1) year Work Program duly prepared, signed and sealed by a Mining Engineer / Geologist(CSAG/ Gratuitous Permit only) Initial Environmental Examination (IEE) reports
  • Environmental Protection and Enhancement Program (EPEP) (ISAG/QP only)
  • Proof of Technical Competence including among others, Curriculum vitae, and track record in mining operations and environmental management of the technical personnel who shall undertake the activities in accordance with the submitted (5) year work program
  • Proof of financial capability to undertake the activities pursuant to the submitted (5) year work program such as the following
    • For individuals - Copy of Income Tax Return for the preceding years and proof of bank deposit or credit line in the amount that shall not be less than the proposed budget of the utilization work program
    • For corporation, partnership, association or cooperative - latest audited financial statement, annual Report, credit lines bank guarantees and /or similar negotiable instrument
  • Duly certified articles or Incorporation/Partnership/Association, By–Laws and Certificate of Registration issued by the Securities and Exchange Commission (SEC) or authorized Government Agencies


OTHER REQUIREMENTS – Five (5) sets

  • Area Status and Clearance (MGB Regional Office)
  • Certificates of Posting (at least 3)
  • Environmental Clearance Certificate ECC
  • Sanggunian Endorsement (at least 2)
  • Field verification report
  • Surety Bond of P20,000

EligibilityEdit

The following Qualified Person may apply for Exclusive Sand and Gravel Permit or License:

  • Individual - a Filipino citizen of legal age and with capacity to contract; or
  • Corporation, Partnership, Association or Cooperative - organized or authorized for the purpose of engaging in mining, duly registered in accordance with law, either Filipino or foreign-owned



FeesEdit

The applicant has to pay the prescribed fee of:

  • P1, 625.00 (CSAG/ SPP/Gratuitous)
  • P2,125 (ISAG/QP



ValidityEdit

  • The permit is issued for a period of five years and may be renewed for another five year’s subject to certain conditions.

Need for the DocumentEdit

  • In the Philippines, a exclusive Sand and Gravel Permit (CSGP) is a permit or license issued by the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR). This permit allows the permit holder to extract and dispose of sand and gravel and other loose or unconsolidated materials that are used in construction, such as limestone, clay, and other quarry materials for commercial purposes.
