Apply In-Person:

  1. To Apply for Commercial Fishing Vessel or Gear License, the applicant has to approach the Philippines Bureau of Fisheries and Aquatic Resources nearby offices link scroll down to the bottom to find regional offices
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as Mentioned in the “Fee” section of this page.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. Once everything is accepted the Authority will provide the license.
  12. This entire process can be completed within 15- 30 days or as per the timeline advised by the respective department authority.

Required DocumentsEdit

  • Duly accomplished and notarized BFAR application form for CFVGL
  • Two (2) 8”X 10” unedited recent vessel pictures (port and starboard)
  • Grid map indicating the proposed fishing grounds
  • Authenticated copies of Certificate of Vessel Registry (CVR), Certificate of Ownership (CO) and Fishing Vessel Safety Certificate (FVSC)
  • Articles of Incorporation from Securities and Exchange Commission (SEC) or DTI Registration
  • Fishing Logbook for catcher vessel (for renewal only)
  • Duly accomplished and notarized certification that the vessel is not involved in any administrative and judicial case (pro forma available at BFAR)
  • Duly accomplished and notarized affidavit of undertaking (pro forma available at BFAR)
  • Tax identification number (TIN)

FeesEdit

  • For vessels of 3.1 to P200.00 + P2.00/GT 20.0 gross tons
  • For vessels of 20.1 P250.00 + P2.00/GT to 50.0 gross tons
  • For vessels of 50.1 P300.00 + P2.00/GT to 100.0 gross tons
  • For vessels of 100.1 P500.00 + P3.00/GT to 125.0 gross tons
  • For vessels of 125.0 P1, 000.00 + P 3.00/GT to 150.0 gross tons
  • For vessels of 150.1 P1, 500.00 + P3.00/GT to 250.0 gross tons
  • For vessels of 250.1 P2, 500.00 + P4.00/GT and above

  • The validity of the Commercial Fishing Vessel or Gear License is one year.

Need for the DocumentEdit

  • Fishing vessel means a vessel that commercially en- gages in the catching, taking, or harvesting of fish or an activity that can reasonably be expected to result in the catching, taking, or harvesting of fish. No one can operate a commercial fishing vessel without a valid license
