Online Appointment

  1. The applicant has to make an appointment before vising the office using the following link
  2. The applicant has to enter the following details to make and appointment:
    • Email Address
    • Name
    • Office, Company, Affiliation or Organization Name
    • Company / Business Address
    • Contact Number
    • Office to visit
    • Person to visit or transact with
    • Nature or purpose of visit
    • Date of visit
    • Time of visit
    • Other details on the appointment
  3. After entering all the above-mentioned details, the applicant will receive and appointment schedule via email.
  4. On the appointed date the applicant has to visit the office.


Apply In-Person:

  1. To Apply for Coal Trader Accreditation, the applicant has to approach the Philippines Department of Energy nearby offices link
  2. An application letter will be written by the applicant to the concerned officer. Use the following format to write the application letter link
  3. An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach photocopies of the required documents along with the application form while submitting it.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. Once everything is accepted the Authority will provide the accreditation certificate.
  12. This entire process can be completed within 15 - 20 days or as per the timeline advised by the respective department authority.

  • Duly accomplished application form link
  • Certificate of Registration issued by proper government agencies
  • Coal Supply Contract and/or purchase agreement, if applicable, or Deed of Undertaking with COC D/P Holder, independent SCCMP holder or foreign coal supplier for a period of at least 1 year
  • Environmental Compliance Certificate of coal storage facility
  • Current Business Permit
  • Other Supporting and relevant documents that the DOE may find necessary for the proper evaluation of application
  • List of authorized drivers
  • List of vehicles with plate number and copy of OR/CR
  • Certification from an Accredited Coal Trader or Registered Coal End-User acknowledging that the applicant is its hauler
