Apply In-Person:
- To Apply for Balik Scientist Program (BSP), the applicant has to approach Balik Scientist Secretariat-Philippines link
- The applicant has to download the application form from the following
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach photocopies of the required documents along with the application form while submitting it.
- Submit all the documents with the completed form to the concerned officer.
- The applicant has to pay the prescribed fee as requested by the authority. (If required)
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- An acknowledgment receipt will be provided. Please save it for future reference.
- Once the application has been approved, BSP shall advise the applicant through a formal letter and phone call if the applicant’s application has been approved.
- On the average, it takes 5-7 days to process the application, assuming all documents are complete.

- To Apply for Balik Scientist Program (BSP), the applicant has to make the application online via the following link
- The applicant has to enter their Basic Personal Information in (BSP Form-1) and click “save”.
- Next a BSP Form-2 will be displayed on the screen.
- The applicant has to fill in all the necessary details in the application form.
- Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
- Review the application and click “Submit”.
- The applicant has to pay the prescribed fee as requested by the authority. (If required)
- An acknowledgment receipt will be provided. Please save it for future reference.
- Internal and external evaluation will be conducted regarding the application.
- The review process will take 5-7 working days provided that all the requirements have been submitted.
- The applicant can tract the application via the following link. Tracking ID was sent to applicant’s registered email upon acknowledging receipt of proposal.

- Endorsement letter from the Host Institution(s)
- Medical Certificate
- Copy of passport and page with stamp of the most recent date of arrival (for non-Filipino passport holders, submit proof of Filipino descent i.e., birth certificate, sworn statement)
- Copy of diploma or transcript of record or certificate of academic achievement(s) from a credible local or international public/private institution/association
- Detailed/Updated Curriculum Vitae (to include Educational Background, Field of Specialization, Areas of Research Interest, Professional/Employment/Work History including significant scientific, technological and/or entrepreneurial activities undertaken, Significant achievements (up to 3) made related to your expertise or profession, Relevant trainings, and fellowship or Grants)

- Foreign-based Filipinos or foreigners of Filipino descent, with graduate/advanced degrees and internationally-recognized experts in the priority sectors of DOST, who are willing to come back and serve on a short term, medium term or long-term basis
- Expertise needed by public and private institutions
