Procedure

1.) Obtain all necessary documents.

2.) Apply in person, go to:

3.) When you arrive at the application centre, take a number and wait for it to be called. Once called, officers will take a photo of you and have your fingerprints and signature stored digitally.

Required Documents

General cases

• Permanent Filing Certificate
• Permanent Admission Carnet, issued by the Department of Immigration
• Identity force in the country of origin, visa from the Ministry of Foreign Affairs where visa is required
• Birth Certificate, certified by the Paraguayan consulate in the country of origin and legalized by the Ministry of Foreign Affairs
• Life and residence certificate issued by the Commissioner or by the magistrate of the jurisdiction of your residence.
• Criminal record of the country of origin (if of age) Paraguayan visa by the consulate of the country of origin and legalized by the Ministry of Foreign Affairs or, if applicable, criminal history report issued by the Department of INTERPOL clarification who was consulted INTERPOL branch in the country of origin, authenticated by the Department of Personnel and legalized the National Police Headquarters and the Ministry of the Interior
• Foreigners Record Certificate issued by the Department of Informatics at the National Police
• Academic Title, authenticated by the Paraguayan consulate in the country of origin and legalized by the Ministry of Foreign Affairs (if any)
• Carnet extranjeros Registry

For married applicants:

• Marriage certificate if the marriage was celebrated in Paraguay
• Marriage certificate, certified by the Paraguayan consulate in the country of origin and legalized by the Ministry of Foreign Affairs, if the marriage was celebrated abroad

For divorced applicants:

• Judgment, if the divorce was formalized in Paraguay
• Judgment of Divorce, endorsed by the Paraguayan Consulate in the country of origin and legalized by the Ministry of Foreign Affairs, if the divorce was formalized abroad

For widow / widower:

• Original Death Certificate, if the spouse died in Paraguay
• Or marriage certificate, certified by the Paraguayan consulate in the country of origin and legalized by the Ministry of Foreign Affairs, if the marriage was celebrated abroad

For single and never married:

• nothing is required if single and never married

Documents coming from the country of origin should be in Spanish, or translated by a certified translator.

Instructions

The Interior Department is in charge of identity cards (aka Cedula's) being issued in Paraguay. Cards can be obtained from Paraguay National Police, Identification Department. You can also apply for an identity card in all departmental offices.
