Procedure

Apply In-Person

1. To apply for transfer of other state vehicle in Odisha the applicant has to approach the RTO office of the area.
   
2. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
   
3. The applicant needs to re register the vehicle in the state which you are moving to, for this you need to get the NOC from the state your vehicle is registered.
   
4. In case your vehicle is financed, you need to get a transfer NOC from the bank you have been financed. - (Please check with local RTO whether NOC is required before processing)
   
5. You will have to submit Application in Forms 20, 27, 28 in front of registering authority.

10. Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.

12. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application for transfer of other state vehicle.
    
    

Apply Online Via National Transport Portal “Vahan”

1. You can also apply for transfer of other state vehicle through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
   
2. To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
   
3. To apply for User Id activation, you can download the form via following link: User ID Activation
4. Fill the required information as instructed and submit it to the State transport department.
   
5. After verification of the form administrative department will create and activate your user Id on the portal.
   
6. Once your portal is active you can avail all the transport related services available on the portal.
   
   • Note: Do not provide your username and password anywhere other than in this page
     
   • Note: Your user name and password are highly confidential. Never part with them.
     
7. Applicant can login using the user id and apply for transfer other state vehicle.
   
8. Fill the application form as instructed.
   
9. Upload the required document and submit the fees.
   
10. Once your application is verified, it would be processed further.

5. No Objection Certificate (NOC - if required) in form 28 or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority.
   
6. Application in form 27. (If from no.27 is already filed, an application on plain paper) along with documents shall be submitted to the concerned R.T.O.
   
7. Registration certificate (RC Book).
   
8. Tax Card.
   
9. Insurance certificate.
   
10. Consent of the Financier (if applicable).
    
11. Pollution Under Control Certificate.
    
12. Fitness Certificate and permit in case of transport vehicles.
    
13. Prescribed fees and difference of tax if any.
    
14. Three passport size photographs of the applicant.
    
15. Vehicle shall be produced for inspection in the premises of the R.T.O. if it is not inspected earlier.
    
16. In case NOC has not been obtained at the time of migration, the registered owner is required to apply in form no 28 (in quadruplicate) to the previous registering authority along with documents for issue of NOC , and submit the NOC obtained for consideration of Re - Registration application. In case, no reply is received from the previous registering authority even after 30 days, the registered owner shall submit a copy of the form no. 28 applied, along with the postal acknowledgement for having submitted before the previous registering authority, and a declaration stating that " the application for NOC has neither been rejected nor any reply received from the previous registering authority" to whom the application has been made.

Eligibility

• The vehicles migrating from other States are required to obtain re-registration mark of Manipur State within 12 months from the date of arrival into the State.
  
• An application for assignment of Mnaipur Registration Mark shall be made before the Jurisdictional Regional Transport Officer if the vehicle is kept for more than eleven months in Manipur state. Change of address/Transfer ownership should have been recorded in the Registration Certificate.

Instructions

1. Apply for assignment of new registration mark to a motor vehicle in Form 27 within 12 months of re-assignment of the vehicle from one state to another
   
2. Pay appropriate fee and tax as specified in rule 81 of the Central Motor Vehicle Rules 1989

Need for the Document

• When a motor vehicle registered in one States has been kept in another State, for a period exceeding twelve months, the owner of the vehicle shall, within such period and in such form containing such particulars as may be prescribed by the Central Government, apply to the registering authority, within whose jurisdiction the vehicle then is, for the assignment of a new registration mark and shall present the certificate of registration to that registering authority.
  
• Vehicle registration is a requirement by the state. The purpose is to establish clear ownership and to tax motorist or vehicle owners.
  
• Almost all vehicles bears a unique vehicle identification number, but only registered vehicle display a vehicle registration plate and carry a vehicle registration certificate.
