Procedure

Apply In-Person

1. To apply for temporary vehicle registration in Odisha, the applicant has to approach the RTO office of the area.
   
2. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
   
3. You will have to submit Application in front of registering authority within seven days of purchase of vehicle along with the documents.
   
4. The application shall be made in application Form no 20, The form has to be submitted to the authority under whose jurisdiction the registration of the vehicle falls.
   
5. The form can also be submitted to the dealer who deals in the sale of new motor vehicles provided he or she is registered by the Transport Commissioner.
   
6. Charges will be levied by the registering authority for temporary registration of the vehicle which have to paid as per the Central Motor Vehicles Rule, 1989.

9. Form 22 issued by Dealer: Certificate of compliance with pollution standards, safety standards of components, roadworthiness (not downloadable)
   
10. The relevant documents need to be submitted to the registering authority for temporary registration of the vehicle

12. Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.

For temporary registration

1. Application for the temporary registration of the vehicle, Form no. 20: Form 20
   
2. Sale certificate in form-21: Form 21
   
3. Form 22 issued by Dealer: Certificate of compliance with pollution standards, safety standards of components, roadworthiness (not downloadable)
   
4. Road worthiness certificate in Form 22: which states that the vehicle has cleared all tests required for it to be operational on the road
   
5. Valid insurance certificate
   
6. Proof of address (Ration card, Electricity bill etc.)
   
7. A document which can be accepted as address proof of the owner of the vehicle.
   
8. Pollution under control certificate
   
9. Copy of PAN card of Form 60 and Form 61 (as applicable)
   

For extension of temporary registration

1. Sales certificate in Form 21
   
2. Road worthiness certificate in Form 22 from the manufacturers (Form 22A from the Body builder)
   
3. Pollution under control certificate
   
4. Valid insurance certificate
   
5. Proof of address (Ration card, Electricity bill etc.)
   
6. Design approval copy of STA in case Trailer or Semi-Trailer
   
7. Original sales certificate from the concerned authorities in Form 21 in case of ex-army vehicle

Validity

• Temporary Registration certificate is valid for 30 days, you can get an extension but you will have to get the permanent registration done as soon as possible.

Instructions

For temporary registration

1. Apply for temporary registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is or to the dealer dealing in the sale of New Motor Vehicles Recognised by the Transport Commissioner
   
2. Provide copies of Sale Certificate, Insurance Certificate and Road worthiness Certificate
   
3. Pay tax and fee as specified in Central Motor Vehicle Rules 1989 for temporary registration
   
   

For extension of temporary registration

1. You can apply for the extension of the period of temporary registration to the Registering Authority by specifying the reason and period up to which the extension is required.
   
2. You can apply for the extension of the temporary registration for maximum two times.
   
3. In case you have already applied for extension once and are again applying for extension, you will have to pay the penalty as per Central Motor Vehicle Rules 1989.

Additional documentary evidence for transport vehicle

1. Vehicle is not covered by any permit issued by any transport authority
   
2. Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
   
3. Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate
   
   

Need for the Document

• A temporary registration number is assigned by the dealership from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered. This unique number is normally valid for a period of maximum one month, in which the vehicle should be registered by the concerned Regional Transport Office (RTO) authority.
  
  

Information which might help

• If the owner has bought the vehicle recently, then he or she has to obtain a temporary registration number from the dealership from which the vehicle was bought. The temporary registration number is only valid until the vehicle gets a permanent registration number. The maximum period for which the temporary registration number is valid is a month. The vehicle has to be registered within this period by the Regional transport Office (RTO) in the concerned area of the owner.
