Apply In-PersonEdit

  1. To apply for renewal of stage carriage permit in Odisha, the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit stage carriage permit Application Form no. XXII or application no. P.R.A in front of permit issuing authority.

  6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  7. Applications for permits are also available in the office of the secretary S.T.A. and secretary R.T.A.
  8. The applicant must first apply for allotment.
  9. After which the applicant can register the vehicle as a transport vehicle in the RTA/STA. Then only can permit be made

Apply online via State PortalEdit

  1. To Renew Stage Carriage Permit, the applicant has to use the following link – link
  2. The applicant has to read the given information and click the “Proceed” button.
  3. The applicant has to select the “Vehicle-related service” and select the state of Odisha.
  4. Enter the vehicle number and click the “Proceed” button.
  5. Click the “Send OTP” and enter the number and then click the “Verify” button.
  6. Select the Permit Type “Contract Carriage Permit”.
  7. Enter all the details in the application form.
  8. Upload all the necessary documents which are mentioned in the “Required Documents” section of this page.
  9. The applicant has to click on the “Submit” button.
  10. Application number will be generated and click the “Verify” document.
  11. Make a payment online, the fee details for this procedure are mentioned in the “Fees” section of this page.
  12. The permit copy will be auto-approved, the applicant can download the permit from the webpage.
  13. The processing time for this procedure takes up to 15 days.



Apply Online Via National Transport PortalEdit

  1. You can also apply for stage carriage permit renewal through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
  2. To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
  3. To apply for User Id activation, you can download the form via following link: User ID Activation
  4. Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
  5. After verification of the form administrative department will create and activate your user Id on the portal.
  6. Once your portal is active you can avail all the transport related services available on the portal.
    • Note: Do not provide your username and password anywhere other than in this page
    • Note: Your user name and password are highly confidential. Never part with them.
  7. Applicant can login using the user id and apply for renewal of stage carriage permit.
  8. Fill the application form as instructed.
  9. Upload the required document and submit the fees.
  10. Once your application is verified, it would be processed further.
  11. Applicant needs to take his vehicle for inspection and verification

The Stage Carriage Permit allows holders to service an area with a specific route. The permit also mentions the type of vehicle that is granted permission to operate, the approved timetable, the number of trips it can make in a day and standard rate of fare it can charge.

  • The essential difference between the stage carriage and the contract carriage, as per the Motor Vehicles Act, is that a stage carriage permit holder picks passengers from one point and there can be various stages till the final destination point which are various stages, that is why it is called a 'stage carriage'. On the other hand, a contract carriage permit holder runs from one point to the destination point only.

Contract Carriage Buses Permits (Chartered Buses)
  • This is the most common type of permit used for hire and reward purpose. The permit holder can operate under a contract with his client for a fixed destination. For this an agreement should be executed between the clients and the operators and the list of passengers should also be available with the driver of bus. The permit holder cannot pick passengers other than those mentioned in the list. Such type of buses are also known as Chartered Buses. These permits are issued under section 74 of Motor Vehicles Act, 1988. The applicant has to apply on form PCA along with other formalities.

Stage Carriage Permits
  • State Transport Authority announces scheme for grant of stage carriage permit from time to time, depending upon the requirement of buses on different route of the city. These permits are issued under section 72 of Motor Vehicles Act, 1988. The permit holders can operate their bus under their allotted routes for picking up passengers from one place to another.
