Apply In-PersonEdit

  1. To apply for Permanent vehicle (Car, Bike, Motorcycle) registration in Odisha, the applicant has to approach the RTO office of the area.
  2. Registration of vehicle is done in three steps, first is to apply for registration of your vehicle along with the documents, second step is to get approval from the financer (if applicable), third step is to take the vehicle to the RTO office for inspection by the officer.
  3. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
  4. You will have to submit Application in front of registering authority within seven days of purchase of vehicle along with the documents.
  5. The application shall be made in application Form no-20, Form. 21 and Form-34 to the RTO
  6. The application form no.20 (in duplicate if the vehicle is covered with HPA or Lease or Hire purchase) (signature of the financier is required in case of HPA/Hypothecation/Lease), it can be downloaded through following link: Form 29

  9. The form attested by vehicle financer is needed if the vehicle is purchased on loan.

  11. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  12. Approval is to be obtained from the Registering Authority (DTO) for new registration of a vehicle by producing all the above mentioned documents.
  13. Allotment Letter of permit from RTA/STA is to be produced, in case of commercial vehicles.
  14. Vehicle is then to be produced before the registering authority for inspection by the Motor Vehicle Inspector.
  15. Fee and Tax for the vehicle is then to be paid at the cash counter and receipt for the same will be given.
  16. Advance Registration allotment letter, if any, to be enclosed with fees-paid proof.
  17. The physical inspection and verification of the vehicle will be done in the respective office with the Transport Inspector posted for this purpose.
  18. The applicant is to approach the Head Assistant (HA) with the receipt for assignment of vehicle number.
  19. High Security Registration Plate ( HSRP) Fee is also to be paid at the office.
  20. The HSRP will be fixed to the vehicle at Commissionerâte office, Sawlad.
  21. After fixing the HSRP, the applicant can then collect the Registration Certificate and Fitness Certificate (in case of commercial vehicle) from the dealing assistant.

Apply Online Via National Transport PortalEdit

  1. You can also apply for permanent vehicle registeration through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
  2. To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
  3. To apply for User Id activation, you can download the form via following link: User ID Activation
  4. Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
  5. After verification of the form administrative department will create and activate your user Id on the portal.
  6. Once your portal is active you can avail all the transport related services available on the portal.
    (a). Note: Do not provide your username and password anywhere other than in this page
    (b). Note: Your user name and password are highly confidential. Never part with them.
  7. Applicant can login using the user id and apply for transfer other state vehicle.
  8. Fill the application form as instructed.
  9. Upload the required document and submit the fees.
  10. Once your application is verified, it would be processed further.
  11. Applicant needs to take his vehicle for inspection and verification

  18. Chassis & Engine Pencil Print (if applicable)
  19. Proof of Address (Ration Card, Passport, LIC Policy, Electricity or Telephone bill, Pay slip issued by any office of the Central Government or a State, Government or a Local body, House tax receipt)
  20. Temporary Registration issued by the Registering Authority or Trade Certificate issued by the Dealer.
  21. Road-worthiness Certificate in form 22.
  22. Form 22 in case of Body built vehicle (EX. Goods vehicle, bus etc.).
  23. Registration Fee, Fitness Certificate, issue and permit fee in case of transport vehicle, hypothecation entry fee to be paid after assessment.
  24. Income Tax PAN Number (PAN Card Xerox copy) or Form 60 or Form no. 61 (in case of Agriculturists).
  25. Bonafide agriculture certificate issued by the Tahsildar in case of registration of Tractor-Trailer unit used for agriculture. In case of new trailer, design approval proceedings issued by the Commissioner of Transport to be produced.

  • Registration of a vehicle will be valid for 15 years from the date of issue of it and after that registration of non transport vehicle will be renewed according to the rules in every 5 years and the transport vehicle will be re-registered which will be valid for 15 years.

InstructionsEdit


  • One have to approach local zonal office of the Transport Department for registration of private/non-commercial vehicles.
  • There are self registering dealers who have also been given the registration powers,delivers the vehicles after registration.
  • After allocation of registration numbers, fee receipt is given to the applicant on the same day and above documents are kept by the zonal office.
  • The registration fee receipt can be retained as proof of having made an application for registration.

Guidelines for application
  1. Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is
  2. If the vehicle has been temporarily registered then apply before the temporary registration expires
  3. Confirm whether the registration involves hypothecation in which case refer Hypothecation
  4. Confirm the type of registration number (Fancy number/Choice number/General number).
  5. Confirm about the usage requirement of HSRP/smart card
  6. Pay appropriate fee as specified in Rule 81 of Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
  7. Pay Tax as per Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card

  1. Vehicle is not covered by any permit issued by any transport authority
  2. Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
  3. Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate

Registration of Private Vehicles
  1. Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid.
  2. ONE TIME road tax of 10 years is to be paid and subsequently, tax for every 5 years is to be paid after 10 years.
  3. Road Tax amount is dependent on the Sale Amount of the vehicle for all cars.
  4. Road Tax amount is dependent on the Unladen weight for all Two Wheelers.
  5. The Vehicle Registration Validity or Fitness Validity for a new vehicle is 15 years, after which, the validity may be renewed for every 5 years, depending upon the road worthiness of the vehicle.

Registration of Commercial Vehicle
  1. Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid
  2. Quarterly or Yearly Tax is to be paid.
  3. Road Tax amount is dependent on the Class of Vehicle.
  4. Fitness fee dependent on the class of vehicle is to be paid for all commercial vehicles.
  5. Fitness validity for a new vehicle is for two years only, after which the fitness validity is to be renewed every year.

The owner of each motor vehicle will be able to register the vehicle with the registrar's officer whose jurisdiction is the owner of the motor vehicle
