Procedure

Apply In-Person

1. Identify the nearest RTO office from where you live. You find the RTO office locations under the links provided under heading "Office Locations and Contacts" of this page.
2. Download Form 4Form 5 or can be obtained from the RTO office. Application Form 4 should be used for applying for normal driver license and Application Form 5 should be used for applying for driver license to drive transport vehicle.
3. Make sure you fill up the application form and also collect all the required documents that listed under the "Required Documents" section of this page.
4. Submit your filled in application form with required documents and appropriate fees in the RTO office.
5. After validating your documents you will be called in for a driving test for which you have bring your own vehicle.
6. You will asked to drive in front of a examiner who will validate your driving skills and your knowledge regarding to traffic rules and other information related to driving.
7. If the examiner is happy with your driving skills you will be provided with a driver license.

1. To apply for permanent driver license (Car, Bike, Motorcycle), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Eligibility

• Motor Cycle with engine capacity not exceeding 50 c.c. - Persons aged 16 years old with consent of parents.
• To drive non-transport vehicle - Persons aged 18 years old.
• To drive Transport Vehicle - Persons aged 20 years old and holds a driving licence to drive a light motor vehicle for at least one year.
• Applicant should appear for driving test before licensing authority after 30 days and within 180 days from the date of issue of learners licence

Validity

To drive Non Transport vehicle

• Up to 50 years of age or 20 years from the date of issue or renewal whichever is earlier.
• For 5 years from the date of issue/renewal.

To drive Transport vehicle

• 3 years from the date of issue/renewal.

To drive Transport vehicles carrying goods of dangerous or hazardous nature

• 1 year from the date of issue/renewal.

Need for the Document

This procedure provides you information about how to obtain a driver license. A driver license is a legal document issued by the state. It expresses a persons capability to operate a motorized vehicle, such as a motorcycle, car, truck or a bus, on a public roadway. No person shall drive a motor vehicle in any public place unless he holds an effective Driving License issued by a licensing Authority authorizing him to drive vehicle of that particular category.
