- The rules and regulations regulating the property tax are still under process. Therefore, currently, Holding Tax is being collected under the Odisha Municipal Act, 1950.
- The valuation committee categorizes the land and the buildings based on its usage and its structural character to levy the holding tax as per Municipal Corporation Act.
- Property tax can be paid Online as the offline payment method was scrapped
- The method of calculating holding tax is as follows.
- Annual Rental Value = Annual Rental Value per square feet X Total build up area (in square feet)
- Annual Rental Value = Annual Rental Value per square feet X Total build up area (in square feet)
Apply Online:
- In order to pay property tax through the online portal for the respective district, please use this link: e-Municipality Odisha Link
- In the given page please select “Property / Holding Tax under “Citizen Services” tab on right part of the screen to get a popup box.
- In the given box select the name of the place under the drop down list to get another dropdown list box to select sub sector / place.
- Please select “View Demand / Payment Status” option from the given option
- In the next page please follow the prompts to select / enter details (primarily Holding number) of the online holding form and hit Search to get display about the current status.
- If the details are appropriate please select payment option to get new screen
- Click select the appropriate option for making payment online through payment gateway.
- As a final step, please save or take printout of the fee Acknowledgement for future reference to complete the process.

Apply In Person
- To Pay Property Tax, the applicant has to approach the Housing and Urban Development Department, Govt of Odisha – link
- The applicant has to visit the office with the property tax card.
- Based on the amount mentioned in the tax invoice, the taxpayer has to make payment by either cheque / DD in favor of the department.
- Once the payment is completed, from the cash counter the applicant will get the payment slip.
- The processing time for this procedure is complete within a day.
Apply through Paytm
- To Pay Property Tax, the applicant has to download the app from the following link – link
- The applicant has to click the “Municipality payment”.
- The applicant has to select the respective corporation from the list.
- The applicant has to enter the property ID and other minor details and then click the “Get Tax Amount” button.
- Now the amount will be displayed on the screen and click the “Proceed to pay” button.
- The applicant has to select the payment method.
- Enter the payment details and click the “Pay” button.
- The applicant can check the payment summary after the payment gets successful.
- The processing time for this procedure is complete within a few minutes.
Apply through CSC
- To Pay Property Tax, the applicant has to approach the nearest CSC centre – link
- NOTE: The applicant has to select a state, district, and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centers.
- The applicant has to visit the centre and submit the tax pay invoice to an operator.
- The officer will check the details on the computer.
- Followed by the applicant can pay the amount to the officer by cash or online transaction.
- Once the payment process for the property tax is completed, the applicant will get a successful payment receipt from the officer.
- The processing time for this procedure is complete within a day.

- Property tax for a building is calculated based on
- Basement area
- The rate prevalent in the street where the property is located
- Usage of the building (residential or non-residential access)
- Type of occupancy (owner or tenant)
- The total span of the building’s existence.

The property tax paid is valid for one year. Every year, you should renew it. (In certain place the tax will be collected for six months too)

- Property tax or 'house tax' is a local tax imposed on owners of an apartment, land and building by the Government. The governing authority of the jurisdiction levies the tax to the owner in which the property is located.
- Property tax clearance is required for most of other service like Water, Sanitary, Electricity connection etc.
- Owners of residential properties are liable to pay property tax to respective department on a specified period of time and has to be paid regularly (period can be 6 months or one year in respect to the state).
- Tax Exemption is applicable for selected citizens / organizations (Educational Institutions, Charitable institutions, Ex-serviceman / In-service man, retired pensioners association, NGO Homes/Teachers Association Buildings) as applicable.
