Apply In-PersonEdit

  1. To apply for no objection certificate (NOC) for vehicle registration in Odisha, the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application in front of registering authority.
  4. The application shall be made in application Form no. 28 (in triplicates) to the RTO
  5. The application form no.28 can be downloaded through following link: Form 28
  6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

  1. To apply for no objection certificate for vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.

For Grant of No Objection certificate:
The grant of NOC, one has to apply with the following documents.

  1. Application Form no. 28 in triplicate: Form 28
  2. Certified copy of the Registration certificate
  3. Certified copy of the Insurance certificate
  4. Tax clearance certificate
  5. Pollution Under Control certificate
  6. Fees payment receipt
  7. Signature Identification of owner (if applicable)
  8. Aadhar Card
  9. Permit and Fitness Certificate (in case of transport vehicle).
  10. Emission Test Certificate.
  11. Consent of Financier on form 28 along with letter if vehicle is covered by Hypothecation/HPA/Lease agreement
  12. Pencil print of the chassis number has to affixed on each form no. 28.
  13. Self addressed (any address) envelope and stamps worth to send by speed post to the address in the envelope - this cover will be used to send the NOC. So, if you have a new address then send it there but with relevant amount. Go to Post office and collect it. Local vendors charge a huge premium for this.

InstructionsEdit


  1. If the owner desires to remove or sell his vehicle to other state, shall file an application in form 28 in quadruplicate (4 copies) for issue of No Objection Certificate to the registering authority along with the following documents:
    • Registration Certificate,
    • Insurance Certificate.
    • Tax Card if any.
    • Permit and Fitness Certificate (in case of transport vehicle).
    • Emission Test Certificate.
    • Consent of Financier on form 28 along with letter if vehicle is covered by Hypothecation/HPA/Lease agreement
    • Pencil print of the chassis number has to affixed on each form of 28 (First Page of the form).
  2. The registered owner should appear in person to submit the application at the Registration Section.
  3. The registering authority will address a letter to Police authority and obtain a report as to whether the vehicle is involved in theft/criminal case. In addition to this, remarks of different sections of the office will be obtained.
  4. If no dues are outstanding / DSA cases are not pending and on receipt of clearance from the Police Authorities, No Objection Certificate will be issued.

Additional documentary evidence for transport vehicle
  1. Vehicle is not covered by any permit issued by any transport authority
  2. Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
  3. Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate

Need for the DocumentEdit


  • NOC is required for registration of the vehicle, in absence or delay in submission of NOC an additional fee of rupees three hundred for delay of each month or part thereof in case of motor cycles and five hundred rupees for each month of delay or part thereof for other vehicles shall be levied.
  • N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got registered your vehicle, without N O C you cant drive your vehicle in another state.
  • When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Tamil Nadu or Karnataka then you have to follow the RTO rules.
  • If you are planning to stay in the new place for less than 3 months then you don’t have to do anything. As per RTO rules it is considered as a visit. If you are going to stay for more than 3 months and less than one year then you have to pay a nominal Tax amount in the new state. But RTO officers will not accept tax for other state vehicle. They will ask for change of address and re-registration.
  • As per rules if you are planning to stay in the new place for more than one year you have to apply for change of address and re-registration. To apply for the change of address you have to get a NOC (No Objection Certificate) from the home state RTO where the vehicle is registered.

Transfer of Vehicle to another state
  • No objection certificate for removal of motor vehicle to the jurisdiction of the registering authority of another state, may be granted on application.

Procedure:

  1. Form No.28 duly filled up.
  2. Police report stating that the vehicle is not involved in any theft case.
  3. Evidence of tax payment for Transport vehicles.
  4. NOC from permit issuing authority for Transport vehicles.
  5. Registration Certificate
  6. NOC fee of Rs.20/- is to be duly paid.

NO OBJECTION CERTIFICATE FOR AN AUCTIONED VEHICLE
  • No Objection Certificate, for the removal of a motor vehicle to the jurisdiction of another authority may be granted on application made in Form 28. An application for issue of NOC shall be made in Form 28 (in triplicate) to the Registration Authority by which the vehicle was previously registered. The documents required are:
