Apply In-PersonEdit

  1. To apply for change in address for vehicles in Odisha, the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application in front of registering authority.
  4. The application shall be made in application Form no 33 to the RTO
  5. The application form no.33 can be obtained from the RTO office.
  6. When Change of Address is within same RTO Form-33 (In triplicate, if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature) is used.
  7. If the Change of Address is within State: Form-33 (In triplicate, if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).
  8. If Change of Address with Vehicle migrating from Other State then apply in
    • Form-33 (in triplicate if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).
    • Form-35 (in triplicate if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).

  9. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  10. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  11. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

  2. Select the online services tab from the web site page.
  3. From the dropdown menu select “Dealer Point Registration”
  4. Once you select the option you will be redirected to sarathi portal: Sarathi website
  5. Further you can follow the instructions as explained below online application via national portal.

Apply Online via National Portal - Odisha Obtain Change in Address for Vehicles Online with Images

  1. To change address for vehicles, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

Change of Address within same RTO
  1. Form-35 (In triplicate, if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).
  2. Valid Registration Certificate
  3. Valid Insurance Certificate
  4. Tax Card or Tax paid proof
  5. Address Proof
  6. Pollution Under Control Certificate
  7. Fitness Certificate in case of Transport Vehicles
  8. Self addressed stamped speed post envelope for despatch of Smart Card Registration Certificate.

Change of Address within State
  1. Form-35 (In triplicate, if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).
  2. Clearance Certificate issued by the previous Registering Authority (except two wheelers)
  3. Valid Registration Certificate
  4. Valid Insurance Certificate
  5. Tax Card or Tax paid proof
  6. Address Proof
  7. Pollution Under Control Certificate
  8. Fitness Certificate in case of Transport Vehicles
  9. Self-addressed stamped speed post envelope for despatch of Smart Card Registration Certificate.

Change of Address with Vehicle migrating from Other State
  1. Form-35 (in triplicate if vehicle is covered by hypothecation/HPA/lease agreement and consent of the financier shall be furnished on the application along with seal & signature).
  2. No objection Certificate in duplicate (if issued by previous registering authority in Form-28)
  3. Valid Registration Certificate
  4. Valid Insurance Certificate
  5. Tax Card or Tax paid proof
  6. Pollution Under Control Certificate
  7. Address Proof
  8. Fitness Certificate in case of Transport Vehicles
  9. Self-addressed stamped speed post envelope for despatch of Smart Card Registration Certificate.
  10. Invoice of the same vehicle
  11. Vehicle should be produced for inspection.

Following Address Proofs are Accepted
  1. Ration Card
  2. Passport
  3. LIC Policy
  4. Electoral Roll
  5. Telephone Bill
  6. Electricity Bill
  7. Water Bill
  8. Caste Certificate (SC/ST, Backward Class and Minorties, etc.) and Income Certificate issued by Tahasildar.
  9. Pay slip issued by any office of the Central Government or a State Government or a Local body.
  10. Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial
  11. Magistrate or a Notary Public as evidence of age and address.
  12. Proof of legal presence in India in addition to proof of residence in case of foreigners.

EligibilityEdit


  • Owner of the vehicle can apply for change of address in the Registration Certificate.
  • If the owner of a car changes his residence or place of business, he must inform the RTO of his new address within 30 days.
  • If the car is to be used in another state for a period exceeding one year, a new registration number must be obtained.
  • An application for change of address in Registration Certificate shall be made in Form 33 along with No Objection Certificate (NOC). The application can be submitted to the Regional Transport Officer (or) Motor Vehicle Inspector.
