Apply In-PersonEdit

  1. To apply for duplicate vehicle permit in Odisha the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office Location and Contacts” Section of this page.
  3. Applicant will have to submit application on plain paper for duplicate permit stating the reason for applying for duplicate permit.
  4. Application should be submitted to appropriate RTO offices that should be completed and presented with appropriate fees.
  5. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  6. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

  • A tourist permit shall be deemed to be invalid from the date on which the motor vehicle covered by the permit completes 9 years in the case of a motor cab and 8 years where the motor vehicle is other than a motor cab, unless the motor vehicle is replaced;
  • Where a vehicle covered by a tourist permit is proposed to be replaced by another, the latter vehicle shall not be more than two years old on the date of such replacement.
NOTE: For the purposes of this sub-rule, the period of [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.

Need for the DocumentEdit


  • It is necessary to get duplicate permit if you have lost your original vehicle permit.
  • It is mandatory for owner of a transport vehicle to obtain permit and use permit in accordance with the conditions of the permit granted or countersigned by the Regional or State Transport Authority.
  • Granting of permit is decided by the State Transport Authority/Regional Trangport Authority Board as the case may be, keeping in view the overall public interest and advantages to the public, of the services likely to be provided, subject to compliance of the requisite condition and formalities.
  • Applications for permits are available in the office of the secretary State Transport Authority and secretary Regional Trangport Authority. The applicant must first apply for allotment. After which the applicant can register the vehicle as a transport vehicle in the R.T.A./S.T.A.

  • The state transport authority is vested with powers to grant permit on inter state route to cover long distance goods traffic and passengers traffic. The State Transport Authority can also issue permit to transport vehicle for operation in route and areas falling under jurisdiction of inter regions.

Q. What is a permit?

  • Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?

  • Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?

  • Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?

  • Ans: Six types of permits are functional in India:
  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
(a). Temporary Permit
(b). Special Permit

Q. When can permits be applied ?

  • Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

Q. Who enforces the permit condition?

  • Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

  • Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
