Apply In-PersonEdit

  1. To apply for a TR (transport, commercial) Driver License in Odisha, the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and licensing authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application in Form No.8 in front of licensing authority.
  4. Application form no 8 can be downloaded from following link: Form 8
  5. The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  7. Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  9. Book a slot for your driving license test
  10. For a Driver License you will be requested to bring your own vehicle where you will be tested for your driving skills.
  11. If the testing authority is satisfied with your driving skills a driving license will be provided.

  3. From the dropdown menu select “DL Application”
  4. Once you select the option you will be redirected to sarathi portal: Sarathi
  5. Further you can follow the instructions as explained below online application via national portal.
  6. You can also apply online directly via national portal page as explained below.

Apply Online:

  1. To Apply for TR (Transport, Commercial) Driver Licence, the applicant can make the application online via the following link link
  2. The applicant has to click “Drivers/ Learners License” and select the respective state from the drop-down menu.
  3. On the next tab, the applicant has to click “Apply for Driving License” and read the instructions and click “Continue”
  4. Next the applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  5. Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. Review the application and click “Submit”
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. An acknowledgment receipt will be displayed. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
  9. Next the applicant should book the slot and visit the office on the respective date.
  10. All the updates on the application status will be sent via SMS to the applicant’s mobile number.

  • To obtain a commercial license, applicant must have one year old experience license.
  • Valid Driving Licence.

  • Commercial license is required to driver any heavy motor vehicles, transport vehicles. A license to drive any light motor vehicle like car for non-commercial transportation cannot be used for this purpose.

  • Applications for a provisional driving licence can be made from the age of 16. Valid for driving a moped or gearless motorcycle (with a capacity of up to 50 cc) from aged 16, and a car from aged 18 or older to drive any other type of vehicle. The common "All India Permit" allows the licensee to drive throughout the country. For driving commercial/transport vehicles, one should obtain endorsement (and a minimum age of 20 years, in some states) in the driving licence to effect under s.3(1) of The Motor Vehicles Act, 1988. Until a driving test (which consists of three sections: verbal or written test (depending on the state), road sign test followed by a supervised driving examination) has been passed a driver may hold only a provisional licence and be subject to certain conditions.
  • The conditions attached to provisional licences of a particular category of vehicle are:
  1. L-plates must be conspicuously displayed on the front and rear of the vehicle.
  2. Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
  3. Motorcycle riders must not carry any pillion passenger.
  4. Bus drivers must not carry any passenger except a person giving or receiving instruction.
  • After passing a driving test, the provisional licence may be surrendered in exchange for a full Indian licence for the relevant kind of vehicle. Full car licences allow use of mopeds, motorcycles and cars.
  • Vehicle Categories Related to Driving License in India The different categories of driver’s license include:
  1. MC 50CC – A motorcycle of 50 cc
  2. MCW or MCWOG – A motorcycle without gear such as moped, scooter, etc.
  3. MCWG or M/CYCL.WG – License to drive all motorcycles with gear as well as heavy bikes with gear anywhere in India.
  4. LMV – Light motor vehicle license that includes auto rickshaws, jeep, motor cars, taxi, three-wheeler delivery van, etc.
  5. LMV–NT – A license to drive any light motor vehicle like car for non-commercial transportation that is for personal use.
