- To apply for temporary permit for motor cab in Odisha the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.

- You will have to submit Application in Form PTA in respect of temporary permit in front of permit passing authority.

- To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
- To apply for User Id activation, you can download the form via following link: User I'd activation
- Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
- After verification of the form administrative department will create and activate your user Id on the portal.
- Once your portal is active you can avail all the transport related services available on the portal.

- The document is needed to authorize the applicant to engage his motor vehicle to carry passengers for hire or reward. He can use his vehicle on any route on fixed rate for the particular distance.

- “motorcab” means any motor vehicle constructed or adapted to carry not more than six passengers excluding the driver for hire or reward;
- “permit” means a permit issued by a State or Regional Transport Authority or an authority prescribed in this behalf under this Act authorising the use of a motor vehicle as a transport vehicle;
- “contract carriage” means a motor vehicle which carries a passenger or passengers for hire or reward and is engaged under a contract, whether expressed or implied, for the use of such vehicle as a whole for the carriage of passengers mentioned therein and entered into by a person with a holder of a permit in relation to such vehicle or any person authorised by him in this behalf on a fixed or an agreed rate or sum:
- (a). on a time basis, whether or not with reference to any route or distance; or
- (b). from one point to another, and in either case, without stopping to pick up or set down passengers not included in the contract anywhere during the journey, and includes:
- (i). a maxicab; and
- (ii). a motorcab not withstanding the separate fares are charged for its passengers;

- Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.
