Procedure

Apply In-Person

1. To apply for temporary permit for motor cab in Odisha the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.

3. You will have to submit Application in Form PTA in respect of temporary permit in front of permit passing authority.

Apply Online Via National Transport Portal

1. You can also apply for motor cab temporary Permit through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
   
2. To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
   
3. To apply for User Id activation, you can download the form via following link: User I'd activation
4. Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
   
5. After verification of the form administrative department will create and activate your user Id on the portal.
   
6. Once your portal is active you can avail all the transport related services available on the portal.
   
   • Note: Do not provide your username and password anywhere other than in this page
     
   • Note: Your user name and password are highly confidential. Never part with them.
     
7. Applicant can login using the user id and apply for renewal of vehicle Permit.
   
8. Fill the application form as instructed.
   
9. Upload the required document and submit the fees.
   
10. Once your application is verified, it would be processed further.
    
11. Applicant needs to take his vehicle for inspection and verification
    
12. Once your user id is active you can log in using the credentials and apply for permit related services online.

Need for the Document

• The document is needed to authorize the applicant to engage his motor vehicle to carry passengers for hire or reward. He can use his vehicle on any route on fixed rate for the particular distance.
  
  

Information which might help

• “motorcab” means any motor vehicle constructed or adapted to carry not more than six passengers excluding the driver for hire or reward;
  
• “permit” means a permit issued by a State or Regional Transport Authority or an authority prescribed in this behalf under this Act authorising the use of a motor vehicle as a transport vehicle;
  
• “contract carriage” means a motor vehicle which carries a passenger or passengers for hire or reward and is engaged under a contract, whether expressed or implied, for the use of such vehicle as a whole for the carriage of passengers mentioned therein and entered into by a person with a holder of a permit in relation to such vehicle or any person authorised by him in this behalf on a fixed or an agreed rate or sum:
  

(a). on a time basis, whether or not with reference to any route or distance; or

(b). from one point to another, and in either case, without stopping to pick up or set down passengers not included in the contract anywhere during the journey, and includes:

(i). a maxicab; and

(ii). a motorcab not withstanding the separate fares are charged for its passengers;

Q. What is a permit?

• Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.
  
  

Q. What is the difference between State and National Permit?

• Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.
  
  

Q. Who is eligible for Permits?

• Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.
  
  

Q. What are different types of permits available?

• Ans: Six types of permits are functional in India:
  

1. Stage Carriage Permit
   
2. Contract Carriage Permit
   
3. All India Tourist Vehicle Permit
   
4. Private Service Vehicle Permit
   
5. Goods carriage Permit
   
6. National Permit Two other Permits (for short time duration):
   

(a). Temporary Permit

Q. When can permits be applied ?

• Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.
  
  

Q. Who enforces the permit condition?

• Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

• Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
