Procedure

Apply In-Person:

1. To apply for insecticide license in Odisha, applicant has to approach the Deputy Directors/District Agricultural Officers of agriculture department.
2. Download the application Form – VI from the following link: Application
3. Make sure that you have all the proper documents mentioned in the “Required documents” section below.
4. Submit the form to the Deputy Directors/District Agricultural office along with the required documents.
5. Refer the Deputy Directors/District Agricultural Office location mentioned in the “Office location & contacts” section below.
6. After the application form is processed, an enquiry officer will make a thorough verification regarding your identity proof which you have submitted along with the form and some general investigations.
7. You will be receiving the acknowledgment slip after the successful verification.
8. A license with 2-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
9. Collect your license from the concerned office where you have applied after 2-3 weeks of submission.
10. After the expiry period, the applicant should follow the same procedure to renew the insecticide license.<br.

1. To apply for the insecticide license through online click here Apply online
2. Click on the login button on the menu.
3. Enter the username and password and log in.
4. If the applicant is a new user, go back to the homepage and click on the "Skip To User Registration" button.
5. Fill in the details and click on the "Register" button to register.
6. Click on the application form for Insecticide license.
7. An application form page will be opened. Now fill the Licensing Issuing Authority details and applicant details.
8. Upload the necessary documents and photographs
9. After completion, click “continue” to get the next page.
10. Now fill the Training details, Place of business, Manufacture and pesticides details, Payment document details and login details.
11. After completion, click “Submit”.
12. If all the details are valid, then the acknowledgement number will be provided to the applicant.
13. With the help of Acknowledgement number, applicant can obtain license after few weeks of processing time.

• Principle Certificate issued by the dealer in Form-VI D.
• 2 recent passport size photographs
• Proof of Identity such as Aadhaar card / Passport / Local certificate.
• Family Identity Card.
• Description of place for the storage is carried out with sketch map.
• Description of place for where the sale depot would operate with sketch map.
• NOC of the tenant if the business is intended to be carried out on the land / building of the tenant other than the applicant
• Recent copy of the Form F of the land records where from the business is intended to be operated i.e. Sale point and /or storage

Eligibility

• Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide is eligible to make an application to the licensing officer for the grant of a license.
• Applicant should be the resident of India.

Fees

Fee details will be provided by the authorities at the time of applying.

Validity

License is valid only for two years from the date of issue.

• Full name and address of the applicant.
• Name of insecticides
• Quantities handled during the past 2 years
• Places at which the trade was carried on.
• Details about the nearest location where the insecticides will be stored and sold.

Need for the Document

• The Insecticide rules of 1971 specify rules about manufacturing and selling of insecticides in India.
• The grant or renewal of a license to sell, stock or exhibit for sale or distribute insecticides has to be obtained from the respective department.
• Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get the license.

The licenses can be cancelled under the Fertilizer Control Order 1985 and the Pesticides Act 1968 on the following detection of violation of rules such as:

• failure to display price list
• failure to maintain stock and bill books
• sale at prices in excess of the government-fixed rate
• purchase of fertilizers and pesticides from unapproved firms
• sale of unaccounted and date-expired stocks
