- To apply for goods carriage permanent permit in Odisha the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.

- The application form needs to be submitted in front of permit issuing authority.
- Application form can also be obtained from the RTO office.
- It should be filled as instructed.

- You can also apply for goods carriage permanent permit through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
- To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
- To apply for User Id activation, you can download the form via following link: User ID Activation
- Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
- After verification of the form administrative department will create and activate your user Id on the portal.
- Once your portal is active you can avail all the transport related services available on the portal.

- Applicant can login using the user id and apply for particular contract carriage permit.
- Fill the application form as instructed.
- Upload the required document and submit the fees.
- Once your application is verified, it would be processed further.
- Applicant needs to take his vehicle for inspection and verification

- To Apply for Goods Carriage Permanent Permit, the applicant has to use the following link – link
- The applicant has to read the steps carefully and click the “Proceed” button.
- Enter the registration number and select the state & RTO and then click “Proceed” button.
- Click on “Other Service” and select the apply for permit.
- Now enter the vehicle number and click on “Proceed” button.
- Enter the mobile number and click the “Send OTP” button.
- Enter the OTP number and click the “Proceed”.
- Now, Select the Permit Type “Goods Permit/National Permit”
- Enter all the details in the application form.
- After entering all the details click on the “Submit” details.
- Make Permit Fee Online Clicking on “Pay Now” and download Payment Receipt.
- The permit copy now will be saved.
- After the verification process gets completed, the applicant has to get the permit by visiting the office or it can be downloaded from the site.
- The processing time for this procedure takes up to 20 – 40 days.

- Whenever a National Permit is issued in respect of a Goods Carriage, Authorization should also be issued to enable the vehicle concerned to be used in other states as mentioned in the permit after collecting Authorization fee and composite taxes for other states.
- Along with the specified documents, the application form should contain the following particulars, namely.
- The area or the route or routes to which the application relates;
- The type and capacity of the vehicle;
- The nature of the goods it is proposed to carry;
- The arrangements intended to be made for the housing, maintenance and repair of the vehicle and for the storage and safe custody of the goods;

- Goods Carrier Permits :
- Such permit is granted under Section 79 of the Motor Vehicles Act,1988, to a goods vehicle operating within the state. Permits granted to a particular vehicle for carrying a particular load has to be plied for that particular area only. “goods carriage” means any motor vehicle constructed or adapted for use solely for the carriage of goods, or any motor vehicle not so constructed or adapted when used for the carriage of goods;
- Counter Signatures of Goods Carrier permits:
- These are the permits which are initially issued by one state and later on endorsed in another state by the concerned State or Regional Transport Authority under section 88 of Motor Vehicle Act, 1988. In view of the Delhi Government Notification number F. PA/JCV/OPS/Tpt./1613/05/1447 dated 5th January 2006, counter signatures are not being done under section 88 of Motor Vehicle Act, 1988 for those goods vehicle registered in other states and having a gross vehicle weight upto 7500 kg. if not running on clean fuel.

- Distinguishing Particulars to be exhibited on Tourist Motor Vehicle. —A motor vehicle or motor cab covered under the Authorisation Certificate issued under these rules shall be painted in white colour with a blue ribbon of 10 centimetres width at the centre of the exterior of the body on both sides of the vehicle, and the word “Tourist” shall be painted inside a circle of 60 centimetres diameter. The permit holder shall also display on the front top of the tourist vehicle, other than a motor cab a board in yellow colour with letters in black colour with the inscription “Approved Tourist Transport Operator No....” in English and Hindi, and also if the permit holder so prefers, in the regional language of the Home State, with the logo Peacock', as specified in Annexure No. 1.”
