Residents of Odisha could get a new Drainage or Sewer connection through the following procedure:

Apply In-Person

  1. To apply for a drainage or sewer connection, one has to visit the concerned divisional or sub divisional PHED office in your area.
  2. From the given link select your district to view contact details of the respective Office PHED Offices
  3. Before applying, please consult with the concerned authority regarding all the requirements necessary for getting a new drainage connection.
  4. Procure the application form for sewerage connection by paying the required fee.
  5. The application form could also be downloaded from the Cuttack-Application Form and Application Form
  6. In the procured application form, fill all the required details.
  7. Attach the photocopy of all the required documents with the application form.
  8. Submit the documents at the respective PHED Office and receive the acknowledgement receipt.
  9. The documents will be verified and if the application is eligible, the applicant will be notified to pay the charges. Rejected applications will be returned to the applicant with intimation.
  10. Pay the service charges as instructed and register your connection and receive the acknowledgement receipt.
  11. Obtain permission for road cutting from the respective department if required.
  12. Your application will now be forwarded to the concerned area officer for sanction.
  13. Site inspections will be made by the authority officers and any correction regarding the application will be notified to the applicant.
  14. After all the requirements and changes have been met by the applicant, the work order will be issued for the connection.

  1. To apply online for a drainage or sewer connection, visit the Apply Online
  2. From the given link select “Water Connection and charges” from the services displayed.
  3. In the refreshed page, select your district and ULB in the given webpage or click the link and enter select them Water Connection and Charges
  4. In the given webpage, select “Apply for new connection”.
  5. Fill all the required details in the displayed application form.
  6. Upload the scanned copies of all the required documents in the required format and file size.
  7. Check for any corrections to be made before submitting the form. Submitted forms cannot be altered.
  8. Pay the required processing fee for which you will receive the online receipt.
  9. After successful submission of your application, you will receive the acknowledgement message through sms or e-mail.
  10. Visit the Office in person if required.
  11. Your application will be further processed to the area officer and necessary site inspections will be made with intimation.
  12. Please keep the required documents ready during site inspection.
  13. After all the requirements and changes have been met by the applicant, the connection will be provided.

Required DocumentsEdit

  • Ownership Certificate / Land property document
  • Copies of approved buildings drawing in duplicate duly attested by any Gazetted Officer drawn to a scale of not less than one inch to eight feet shall have to be submitted along with the application form properly filled in.
  • The holding number, ward number, plot number, lay out of the premises proposed point of connection, length and diameter of the pipe, sewer lines and positions of the fixtures, inspection chambers and existing sewer lines and manhole drawings in indelible ink. The existing and proposed works shou d be differentiated by use of different colouring ink of references.
  • Original and copy of approved building plan drawing
  • Xerox copy of Pass Book
  • Holding Number with proof/Record of right of the property where the Sewerage connection is applied for
  • Signed agreement on Non-Judicial Stamp paper of Rs.10 (or of required value)
  • Indemnity bond on Non-Judicial stamp paper of Rs.10 (if occupant is not having holding number).
  • Allotment letter (in case of CDA allotted Plot/House), Approved Building Plan Copy (2 Nos.)
  • Geo-tagging photograph of Sewerage Connection
  • Address proof and Id proof of the applicant from the following:
  • Aadhaar card
  • Driving Licence
  • Ration card
  • Voter ID
  • PAN Card


Note: Other required documents have to be submitted if necessary. Carry the original and photocopy of the necessary documents for any cross verifications to be made. Keep the original documents ready during site inspection.
