Apply In-PersonEdit

  1. To apply for a contract carriage temporary permit in Odisha the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  2. Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office Location and Contacts” Section of this page.
  3. You will have to submit the Application in front of permit issuing authority.
  4. The regional transport authority is empowered to issue regional road permits to transport vehicle for operation in and within the jurisdiction of the regional authority.

  8. Applications for permits are also available in the office of the secretary S.T.A. and secretary R.T.A.
  9. The applicant must first apply for allotment.
  10. After which the applicant can register the vehicle as a transport vehicle in the RTA/STA. Then only can permit be made

  16. No objection certificate of the tenant if vehicle is intended to be parked on the land of the tenant other than the vehicle owner.
  17. Recent copy of Form-F of the land housing the parking facility.
  18. Photograph of parking place of vehicle depicting the parked vehicle along with number plate in front and rear view.

  • Contract carriage means a motor vehicle which is used for pre-specified amount or rate (hire / remuneration) on any vehicle based on fixed time or other place, from one place to the passenger or passenger carrying, contracts Does according to
  • During the contractual journey, the passengers who do not join the contract will not be able to move or move between them.
  • Under the contract vehicle, the following categories of vehicles are also included: -

  • Every transport vehicle shall have permit issued by the concerned Regional Transport Authority or State Transport Authority to use the vehicle as a transport vehicle. Various categories of permits are issued depending upon the use of vehicle. The following are categories of permit:
  1. Stage Carriage (Intra and Inter-State)
  2. Contract Carriage (Intra and Inter-State)
  3. Tourist maxi Cab (Meghalaya-Assam).
  4. Maxi Cab (State and All Meghalaya).
  5. Autorickshaw (City and Taluk/Town)
  6. Private Service Vehicle.
  7. Education Institutional Bus
  8. Goods Carriage (Intra State, Inter-State).
  • Temporary Permits and Special Permits will be issued for a limited period for the conveyance of passengers on special occasion such as Fairs, Religious Gatherings, Seasonal Business, Temporary need or pending decision of renewal of permit.

  • The essential difference between the stage carriage and the contract carriage, as per the Motor Vehicles Act, is that a stage carriage permit holder picks passengers from one point and there can be various stages till the final destination point which are various stages, that is why it is called a 'stage carriage'. On the other hand, a contract carriage permit holder runs from one point to the destination point only.

Contract Carriage Buses Permits (Chartered Buses)

  • This is the most common type of permit used for hire and reward purpose. The permit holder can operate under a contract with his client for a fixed destination. For this an agreement should be executed between the clients and the operators and the list of passengers should also be available with the driver of bus. The permit holder cannot pick passengers other than those mentioned in the list. Such type of buses are also known as Chartered Buses. These permits are issued under section 74 of Motor Vehicles Act, 1988. The applicant has to apply on form PCA along with other formalities.

Stage Carriage Permits

  • State Transport Authority announces scheme for grant of stage carriage permit from time to time, depending upon the requirement of buses on different route of the city. These permits are issued under section 72 of Motor Vehicles Act, 1988. The permit holders can operate their bus under their allotted routes for picking up passengers from one place to another.
