Procedure

Apply In-Person:

1. To apply for converting or exchanging Foreign Driver License in person, the applicant has to visit the nearest Driving License Centre in his/her state.

3. Visit the DLC and make a request that you want to convert or exchange your Foreign Driver License into a Nigerian Driving License.
4. Make sure that you have all the documents listed in the “Required documents” section of this page, when you visit the DLC.
5. Submit the documents to the relevant authority at the office and you will be directed by the official to the State Vehicle Inspection Office for a skill/knowledge test.
6. If you are successful in the test, you will be issued a Driver’s Test Certificate which you should submit at the Driving License Centre.
7. After receiving all the required documents, the Foreign Driver’s License Desk officer will perform the further verification.
8. If the all the submitted documents are found in order, the request will be approved and the authority will allocate a unique reference number.
9. An email notification will also be sent to the applicant and he/she will be instructed to visit the DLC and pay the necessary fees amount.
10. After payment confirmation at the State Board of Internal Revenue, the applicant will be redirected to the DLC for capturing Biometric Data and receiving a Temporary Driver’s License.
11. Once all the internal processes are over and the license is ready for collection, the applicant will be instructed to collect it.

Instructions

• The foreigner, who seeks the conversion, must complete a knowledge/skill test at a Vehicle Inspection Office and obtain a Test Certificate.
• Applicants are advised to complete the application form neatly and completely with absolute legibility and appropriateness to avoid rejections. Also, all the required documents must be furnished completely.
• The applicants should provide the reference number wherever necessary during the further processes.
