Procedure

Apply In-Person:

1. To apply for Petroleum Business License in person, the applicant has to visit the office of the Department of Petroleum Resources.
2. The address and contact details of DPR can be found in the “Office Locations & Contacts” section of this page.
3. Visit the office and obtain an application form for Petroleum Business License from the relevant department.
4. Make sure that you have all the documents listed in the “Required Documents” section of this page.
5. Complete the application form and attach the documents (as required) with the completed application.
6. Then submit the application package to the relevant authority at the office. Pay the required amount of fees as directed by the officials.
7. After submission, the submitted applications and attached documents will be sent for verification and validation.
8. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
9. An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
10. Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.ess

Apply online

1. To apply for Petroleum Business License online, the applicant has to visit the Oil and Gas Industry Service Permit Portal by clicking the following online application link
2. Visit the link and if you already have an account in the portal, enter your user credentials in the respective fields in the opening page and click “Login Now” button.
3. Otherwise, click “Register” option present above, account creation page will open, enter the details asked for and click “Next” button.
4. Then, enter email address and password, and then click “Create Account” button.
5. After that, you will receive a confirmation email with a link, open your inbox and click “Confirm Email” link and activate your account.
6. You will be redirected to the login page in which you can enter your activated account credentials and login.
7. After logging in, your new application page will be automatically get opened, select application type as ‘New’, application category as applicable, types of Services and Job specifications.
8. Then click “Continue to payment” button. Make the payment as applicable to your permit category by following the on-screen instructions and proceed with the consecutive steps.
9. Complete the other steps as applicable by following the on-screen instructions and also upload the scanned copies of the required documents by clicking the applicable option.
10. After completing the steps, submit the application and other documents which will be forwarded for examination and verification processes.
11. Once the verification and validation processes are over, the application will be approved and the officials will proceed to take required steps to issue the permit.
12. When the document is ready to be collected, the applicant will be notified by the office and the applicant can collect it by any applicable means.

Instructions

• Applicants must ensure to provide correct and functional addresses, telephone numbers and e-mail at the time of submission. Any subsequent change must be promptly communicated to: The Director, Department of Petroleum Resources, 7, KofoAbayomi Street, Victoria Island, Lagos.

• All required documents should be clearly scanned and uploaded to the portal in PDF or JPEG format (documents shall not exceed 4MB). Uploading of zipped documents not allowed.

• Payments can be made directly through any Nigerian bank or any convenient electronic payment option – further payment instructions are available at the point of payment on the OGISP portal.

• Please note that payment does not guarantee the issuance of a permit. Permits are issued only after applicants have fulfilled all other necessary conditions.

• Applicants are advised to complete the application form neatly and completely with absolute legibility and appropriateness to avoid rejections. Also, all the required documents must be furnished completely.

Need for the Document

If a Nigerian organization/company is about to involve in Petroleum business, it must obtain and possess Oil and Gas Industry Services permit from the Department of Petroleum resources of Nigeria.

Information which might help

• The DPR would conduct inspection/assessment of the facilities for all new applicants under the major and specialized categories, prior to a consideration for the issuance of permits.
• Inspections would also be conducted on companies whose permits had not been renewed for more than three (3) years preceding an application.
• All applications under Major and Specialized categories will be subjected to further evaluation by relevant Divisions/Units in the DPR; and assessed for their professional competencies and capabilities.
• It may be necessary to inspect existing companies/businesses that have applied for renewals from time to time. Companies must have physical presence in Nigeria. Inspections are without notice and without prejudice to existing permits and/or approvals.
