Apply In-Person:
- To apply for permit or license for Bunkering Operations in person, the applicant has to visit the office of the Department of Petroleum Resources.
- The address and contact details of DPR can be found in the following contact link
- Visit the office and obtain an application form for permit/license for Bunkering Operations from the relevant department.
- Application form can also be found in the twelfth page of the following document application form
- Make sure that you have all the documents listed in the “Required Documents” section of this page.
- Complete the application form and attach the documents (as required) with the completed application.
- Then submit the application package to the relevant authority at the office. Pay the required amount of fees as directed by the officials.
- After submission, the submitted applications and attached documents will put forth for verification and validation.
- On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
- An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
- Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.

EligibilityEdit
- Any Nigerian organization, that wishes to engage in bunker fuel supply and trading, can apply for a license.
- Applying companies should be duly incorporated and registered for Bunkering business in Nigeria.
- Theyshould have Memorandum of Understanding (MOU) with reputable Bunker Fuel trade partners, locally or internationally.
- They must show evidence of technical and financial capabilities which will be verified by the DPR.

InstructionsEdit
- Applicants shall be required to make a presentation to the DPR on planned bunkering operations. This shall include, but is not limited to, a comprehensive Health, Safety and Environment (HSE) plan, proposed business plan, and Nigerian Content plan for the next three years.
- Facilities to be used for bunkering activities shall be fixed or mobile. The fixed facilities for the storage of bunker fuel shall include but not be limited to depots and dump-barges (tied to jetties) while the mobile facilities are motorized vessels and barges.
- A company shall not be eligible for a license, unless it owns a vessel adequately fitted with well calibrated dispensing facility or a fixed bunkering facility constructed in accordance with DPR guidelines.

Need for the DocumentEdit
Any Nigerian organization that wishes to supply fuel through ships by bunkering inside Nigeria, must obtain a license to do so, from the Department of Petroleum Resources.
Information which might helpEdit
- Any person operating bunkering facilities or carrying out bunkering operations without a license shall pay a penalty of US$ 1,000,000 (or equivalent in Naira) in addition to being liable for prosecution.
- Any person operating bunkering facilities or carrying out bunkering operations without a valid license shall pay a penalty of US$ 500,000 (or equivalent in Naira) in addition to being liable for prosecution.
- Failure to submit notice of renewal of bunkering license as prescribed above, shall attract a penalty of US$ 5,000 (or equivalent in Naira equivalent)
- Any vessel found to supply adulterated bunker fuel would have its license suspended and banned from bunkering business in Nigeria.
