Apply In-Person:
- To apply for a Foreign Carriers Operating Permit (FCOP) in person, the applying entity must visit the office of any Nigerian Diplomatic Mission in his/her nationality.
- The address and contact details of the Ministry of Foreign Affairs can be found in the following link: Link
- Contact the Foreign Affairs office and obtain details about the Nigerian diplomatic mission or high commission located in your nationality.
- Visit the office of the mission/embassy and make an application in a format as prescribed by the officials for a Foreign Carrier Operating Permit from the relevant department.
- Make sure that you have all the documents listed in the “Required documents” section of this page.
- Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
- Then, proceed to submit the package to the relevant authority at the office in person for further processes. Make the necessary payment as directed.
- After submission, the completed form and corresponding documents will be put into further verification and validation processes.
- Once all the processes get completed, the authorities will make necessary steps for the permit issuance process.

EligibilityEdit
- Any foreign individual or organisation that wishes to carry on the business of Airlines and offer foreign carrier services, is eligible for the permit.
- The applying entity must be declared under an existing bilateral air services agreement between its government and Nigeria.
- The applying entity must be in compliance with the ‘Part 10’ of the Nigerian Civil Aviations Regulations.

- It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
- Make sure that you attach all the required documents as specified by the authority to avoid rejections.
- In the cases of wet leased aircraft, a copy of the approval of the CAA of the State of the operator, with identification of the operator that exercises operational control of the aircraft, should also be submitted.
- Any other document the Authority considers necessary to ensure that the intended operations will be conducted safely should also be submitted upon the authority’s instructions.

- Airline companies belonging to nationalities other than Nigeria are required to possess a Foreign Carriers Operating Permit when they want to offer airline services inside the Nigerian Republic.

- It is to be noted that any foreign airlines engaging in non-scheduled passenger operations must perform the processes in co-ordination with a Nigerian Air Travel Organiser’s Licence holder.
- The foreign air operator shall ensure that any person authorised by the Authority, will be permitted at any time, without prior notice, to board and inspect any aircraft operated for commercial air transportation to Nigeria.
- An applicant under these Regulations shall apply for the initial issue of a Document of Authorisations, Conditions, and Limitations at least ninety days before the date of commencement of intended operation.
