Procedure

Apply In-Person:

1. To apply for Crude Oil Monitoring in person, the applicant has to visit the office of the Nigerian Ports Authority.
2. The address and contact details of the Port offices can be found in the following contact link
3. Visit the office and obtain an application form for Crude Oil Monitoring from the relevant department.
4. Make sure that you have all the required documents listed in the “Required Documents” section of this page.
5. Complete the application form as required with necessary information and attest with your signature.
6. Then, attach the documents required with the completed form proceed to submit it to the concerned official at the Office for further verification and application processing.
7. After submission, Tank inspection is conducted before loading of crude oil from offshore terminalsby the Environment Oil Monitoring Officers/Crude Oil Monitoring Agents.
8. Then, quantities of crude oil lifted for export by tanker vessels and Absorbent Glass Mat Environment is computed.
9. On completion of all the processes, the Oil Monitoring Officers forwards the inspection report to the Nigerian Ports Authority.

Instructions

Nigerian Port Authority Environment Oil Monitoring Officers/Crude Oil Monitoring Agents will also carry out the following;

• Forward the statement of crude oil lifted to AGM Environment and AGM CS&PP
• Commercial Department to compute Oil Terminal Dues & Compulsory Pilotage (OTD/CPR) Bills
• Report of any pollution incident and information of the polluters
• Records of quantities of ballast water discharged and slops

Need for the Document

• Every crude oil tanker vessel must be monitored before loading of crude oil from offshore terminals, as prescribed by the Nigerian Ports Authority.
• Crude Oil Monitoring is a process required for tanker vessels at offshore terminals to perform tank inspectionandother required inspection processes before loading of crude oil perform thereby finally preparing a report for that tanker vessel.
