Apply In-Person:

  1. To apply for Borehole Drilling License or Permit in person, the applicant must visit the office of the Department of Petroleum Resources.
  2. The address and contact details of the Zonal offices can be found in the link below: link
  3. Visit the office and obtain an application form to be completed for Borehole Drilling License or Permit with respect to the requirement from the relevant department.
  4. Complete the application forms with appropriate information under relevant sections. Attest it with your signature once completed.
  5. Once completed filling the application form, make sure that you attached all the documents listed in the “Required Documents” section of this page.
  6. Then, submit it in person to the relevant authority at the office. Make the stipulated payment as directed by the officials.
  7. After submission, the application and other documents will be forwarded for examination and verification processes.
  8. Once the verification and validation processes are over, the application will be approved and the officials will proceed to take required steps to issue the license.
  9. When the license document is ready to be collected, the applicant will receive a notification from the office through email or phone call regarding the collection of the license and the applicant can collect it by any applicable means.

EligibilityEdit

  • Any organisation, that wishes to perform Borehole Drilling in its operational premises, is eligible for the permit.
  • The organisation can be an enterprise, limited or public liability company and government or non-government establishment.


FeesEdit

The applicant has to pay statutory fees of about N25000for the license and N2500 for processing of the application.

InstructionsEdit

  • Applicants must ensure to provide correct and functional addresses, telephone numbers and e-mail at the time of submission. Any subsequent change must be promptly communicated to: The Director, Department of Petroleum Resources, 7, KofoAbayomi Street, Victoria Island, Lagos.
  • All required documents should be clearly scanned and uploaded to the portal in PDF or JPEG format (documents shall not exceed 4MB). Uploading of zipped documents not allowed.
  • Payments can be made directly through any Nigerian bank or any convenient electronic payment option – further payment instructions are available at the point of payment on the OGISP portal.
  • Please note that payment does not guarantee the issuance of a permit. Permits are issued only after applicants have fulfilled all other necessary conditions.
  • Applicants are advised to complete the application form neatly and completely with absolute legibility and appropriateness to avoid rejections. Also, all the required documents must be furnished completely.

Need for the DocumentEdit

If a Nigerian organization/company is about to perform Borehole Drilling in its operational premises, it must obtain and possess Oil and Gas Industry Services permit from the Department of Petroleum resources of Nigeria.

Information which might helpEdit

  • The DPR would conduct inspection/assessment of the facilities for all new applicants under the major and specialized categories, prior to a consideration for the issuance of permits.
  • Inspections would also be conducted on companies whose permits had not been renewed for more than three (3) years preceding an application.
  • All applications under Major and Specialized categories will be subjected to further evaluation by relevant Divisions/Units in the DPR; and assessed for their professional competencies and capabilities.
  • It may be necessary to inspect existing companies/businesses that have applied for renewals from time to time. Companies must have physical presence in Nigeria. Inspections are without notice and without prejudice to existing permits and/or approvals.
