Apply In-Person:

  1. To apply for approval to construct and operate Petroleum Filling Station in person, the applicant should make an application to the Department of Petroleum Resources.
  2. The address and contact details of DPR Zonal offices can be found in the following link: - contacts and addresses

  4. Prepare an application letter for approval to construct and operate Petroleum Filling Station addressed to the Operations Controller of the DPR.
  5. Make sure that you have all the documents listed in the “Required Documents” section of this page.
  6. Visit any Zonal/Field office nearest to the location of the proposed station site and submit the application letter along with the supporting documents.
  7. If you need a Storage/sales license, you need to obtain and complete the following application form.

  9. After submission, the submitted applications and attached documents will put forth for verification and validation.
  10. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
  11. An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
  12. Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.

  • Certificate of Incorporation (two copies)
  • Memorandum and Article of Association (two copies)
  • Current tax clearance certificate (two copies)
  • Report from the police (original and photocopy)
  • Fire report and Certificate (original and photocopy)

  • Deed of conveyance (two photocopies)
  • Environmental Impact Assessment (EIA) report (for tank capacities greater than 270,000 litres)

  • Pressure test report/Certificate (for Products U/G tanks)

  • Photographs of the station (8” X 10”)
  • Current Fire certificate
  • Application form with Bank draft
  • Proof of trained attendants
  • Application letter


TAKE-OVER OF STATIONS

  • Certificate of Incorporation (two photocopies)
  • Memorandum & Article of Association (two photocopies)
  • Current tax clearance (two photocopies)
  • Current Fire Service report and certificate (Original and photocopy)
  • Approved building plan (two originalcopies)
  • Previous storage and sales licence (Original copy)
  • Pressure test certificate/report (Original & photocopy)
  • Leak detection print out (Original & photocopy)
  • Proof of trained attendants (Original & photocopy)
  • Completed application form with Bank draft
  • Receipt of purchase
  • Release/Takeover letter on company’s letter headed paper
  • Station’s photographs


Note: Where photocopies of documents are required, the originals should be tendered for sighting and returned to applicant.

Need for the DocumentEdit

In order to construct and operate Petroleum Filling stations in Nigeria, an organization or individual must obtain a relevant license from the Department of Petroleum Resources.

SUITABILITY INSPECTION
Before obtaining Approval to construct, the intending Marketer should submit an application to DPR for site suitability inspection. The inspection shall among others issues report on the following basic requirements: -

  • Size of the proposed land site.
  • The site does not lie within a pipeline or PHCN high tension cable Right Of Way (ROW).
  • The distance from the edge of the road to the nearest pump will not be less than 15 meters.
  • Total number of petrol stations within 2km stretch of the site on both sides of the road will not be more than four including the one under consideration.
  • The distance between an existing station and the proposed one will not be less than 400 (four hundred) meters.
  • The drainage from the site will not go into a stream or river.
  • In some instances where the site is along Federal Highway, a letter of consent from the Federal Highway is required.
  • DPR guided/supervised EIA study of the site by DPR accredited consultant.
