Apply In-Person
- To apply for getting an Air Travel Organiser Licence (ATOL) in person, the applicant has to visit the Director General’s office of Nigerian Civil Aviation Authority (NCAA).
- The address and contact details of the Nigerian Civil Aviation Authority (NCAA) can be found in the following link: contact link
- Visit the NCAA office with an application letter made in writing and duly signed by a person authorised by the applicant to request for an Air Travel Organiser Licence (ATOL) from the relevant department.
- Make sure that you have all the documents listed in the “Required Documents” section of this page.
- Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
- Then, proceed to submit the package to the Director General at the office in person for further processes. Make the necessary payment as directed.
- After submission, the completed form and corresponding documents will be put into further verification and validation processes.
- Once all the processes gets completed, the authorities will make necessary steps for the license issuance process.

EligibilityEdit
- The applying entity can be an individual or organisation that wants to act as an Air Travel Organiser inside the Nigerian Republic.
- The applying entity must possess the necessary certifications and corresponding documentation as stipulated in the Civil Aviation Regulations.
FeesEdit
- The applicant will be charged a Non-refundable processing fee of N500,000.
ValidityEdit
- An Air Travel Organiser License is valid for a period of 2 years.

InstructionsEdit
- Applications should be made exactly on the date six months after which the expected date of license utilization occurs.
- It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
- Make sure that you attach all the required documents as specified by the authority to avoid rejections.
- It is important that at least one member of the board of directors must be aviation professional in line with the provisions of the Act and the majority shareholding shall be held by Nigerian(s).
- The publication of the application in two National Daily Newspapers should contain information on the application submitted to NCAA.
- Applicants are expected to prove that they are financially solvent to run operations for a period of three months from the start of operations without resorting to any income from their operations.

- A person or organisation must possess an Air Travel Organiser License if they want to provide services of Air travel and tours for the people residing inside the Nigerian Republic.
Information which might helpEdit
- A license holder under this category wishing to carry out series of holiday packages at a particular time over a period of two weeks or more such as Umrah, Hajj Christian pilgrimage, etc in addition to the initial N7.5 million Bond earlier submitted during the processing of its ATOL, will be required to produce a Bank/Insurance Bond based on 15% of forecast turnover.
- This means that the value of the Bond to be submitted to NCAA before the operation shall be 15% of the expected gross revenue from the passengers/pilgrims to be carried.
