If your drivers licence is in a language other than English you must provide an English translation of the licence.

Identification Requirements

Any person who is taking up residency in Newfoundland & Labrador, who originates from outside of Canada, and who is applying for a learners permit or a drivers licence must provide proof of their legal presence in Canada, with one primary proof of legal presence and one secondary document or two primary documents (one of which must be an acceptable document for proof of legal presence) as listed within each category of acceptable documents.


Canada

People taking up residence from another province or territory in Canada can exchange their existing licence for a Newfoundland driver's licence without taking a written, vision or road test, provided:

  • You are 17 years of age
  • Your existing licence is valid (not suspended, cancelled or revoked).
  • Your licence, if expired, is not expired not more than 5 years.
  • If you are a 16 year old driver presenting a valid driver's licence from another jurisdiction which has a Graduated Driver Licensing Program, you will be placed in Class 5, Level I. If you have taken an approved driver education course, you will be given a 4 month credit and upon reaching 16 years, 8 months will receive a Class 5, Level II driver's licence. If you have not taken a driver education course you will remain at Level I until your 17th birthday, at which time you will graduate to a Class 5, Level II licence. A road test is not required since you would have already passed a road test in another jurisdiction, which Newfoundland recognizes.

Other licensed drivers taking up residence in the province will have their experience rated against the Newfoundland system and will be placed in the appropriate phase. Age, driving experience and class of licence currently held will determine placement.

If you are exchanging a commercial driver's licence (Class 1 - 4 ) you will also be required to complete a medical report. Blank medical forms can be obtained from the nearest Motor Registration Office in your area.


United States

People taking up residence from the United States can exchange their existing licence for a Newfoundland driver's licence without taking a written, vision or road test, provided:

  • You are 17 years of age
  • You present the required identification documents Required Identification Documentation
  • Your existing licence is valid (not suspended, cancelled or revoked).
  • Your licence, if expired, is not expired not more than 5 years.
  • If you are a 16 year old driver presenting a valid driver's licence from another jurisdiction which has a Graduated Driver Licensing Program, you will be placed in Class 5, Level I. If you have taken an approved driver education course, you will be given a 4 month credit and upon reaching 16 years, 8 months will receive a Class 5, Level II driver's licence. Other Countries

Germany, Austria, Switzerland, the United Kingdom and the Republic of Korea - Class 5 (Passenger Vehicle Light Trucks Only) France, Isle of Mann and Northern Ireland(Class 5 and motorcycle).

  • You are 17 years of age.

  • You must complete a written, vision and road test.
  • You will be given credit for the time spent as a licensed driver and may be exempted from the Graduated Driver Licensing Program.


Visitors

If you are a visitor in Newfoundland and Labrador you can drive in this province for up to 3 months without getting a Newfoundland driver's licence if:

  • you are at least 16 years of age, and
  • you hold a valid driver's licence in another jurisdiction.

Required DocumentsEdit

Any person who is a Canadian resident will need two pieces of identification, with at least one being an original primary document and the second an original secondary document as listed within each category below:


Proof of Legal Presence and Primary

  • Valid Foreign Passport with appropriate immigration documents
  • Permanent Resident Card or Immigration papers Record of Landing
  • Study or Work Permit
  • Canadian Citizenship Card
  • Temporary Resident Permit
  • Secure Certificate of Indian Status Card (with photograph)
  • Valid Canadian Passport


Primary

  • Government issued Birth Certificate
  • Valid Canadian Passport
  • Canadian Armed Forces Identification Card
  • Municipal, Provincial or Federal Police Force Identification
  • Federal Firearms Identification Card
  • Photo Identification Card issued by the Motor Registration Division
if the name on the birth certificate is not your current name, you will require another original of documents such as a marriage certificate which specifies your current name.

Secondary

  • Baptismal Certificate (with church seal)
  • Marriage Certificate
  • Social Insurance Card
  • Credit Card
  • School Identification Card (photograph: Newfoundland and Labrador schools only)
  • Government Identification Card (Newfoundland and Labrador)
  • Photo Drivers Licence from another Canadian jurisdiction
  • MCP Card
  • Health Care Board Card (Newfoundland and Labrador only)
  • or other documentation satisfactory to the Registrar


Note: You may produce two pieces of identification from the primary list but WE CANNOT ACCEPT TWO PIECES OF IDENTIFICATION FROM THE SECONDARY LIST.
