Apply In-Person:

  1. To Apply for Banking License, the applicant has to approach the Office of the Superintendent of Financial Institutions (OSFI) link
  2. Create a comprehensive business plan that outlines your proposed banking activities, target market, financial projections, risk management strategies, and compliance with regulatory requirements.
  3. The business plan should demonstrate your organization's ability to operate as a viable and prudently managed financial institution.
  4. Establish a legal entity, such as a federal or provincial corporation, for your proposed bank. You will need to meet the minimum capital requirements set by OSFI, which vary based on the nature and scale of your banking activities.
  5. An application form will be provided to the applicant by the concerned officer.
  6. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  7. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  8. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  9. Submit all the documents with the completed form to the concerned officer.
  10. The applicant has to pay the prescribed fee as requested by the authority.
  11. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  12. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  13. OSFI will review your application and conduct a thorough assessment of your organization's financial strength, risk management capabilities, governance framework, and compliance with prudential and regulatory standards.
  14. This process may involve interviews, site visits, and additional information requests.
  15. OSFI will evaluate your organization's capital adequacy and liquidity position to ensure it meets regulatory requirements. This includes assessing your capital structure, risk management practices, and ability to withstand adverse financial conditions.
  16. OSFI will assess the suitability and integrity of your proposed directors, senior officers, and key shareholders. This includes reviewing their qualifications, experience, reputation, and compliance history.
  17. OSFI will evaluate the viability and sustainability of your business plan, ensuring it aligns with sound banking practices and regulatory expectations. This review includes assessing your risk management framework, lending practices, operational procedures, and governance structure.
  18. If OSFI is satisfied with your application, it will grant you a banking license. This license allows you to conduct banking activities in Canada, subject to ongoing supervision and regulatory compliance.
  19. This entire process can be completed within 3 - 4 weeks or as per the timeline advised by the respective department authority.
