Procedure

Apply in Person

1. To transfer ownership of a vehicle in New Delhi the applicant has to approach the RTO office to which your area belongs to.
   
2. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices. Link for RTO contacts: Link for contact
   
3. Application form can be downloaded using the following link: Application forms And Parivahan Forms Link
   
4. Make sure you have completed respective application
   
5. Form 29, Form 30, Form 28 - In case of sale of vehicle. Link for Forms : Form 28 Form 29 Form 30
   
6. Form 31 - In case of death of the vehicle owner. Link for Form 31 : Form 31
   
7. Form 32 – In case of public auction.
   
8. Make sure you have all the necessary documents to process the application
   
9. The applicant should make sure they are eligible for transfer of ownership
   
10. Application forms can also be obtained from the appropriate RTO offices
    
11. Present the completed application forms as per the requisite in one of the counter and pay the appropriate fee where the officials would start processing your application.
    
12. If the details and documents are in place then the authorities will process the application further
    
13. Produce the vehicle for inspection authorities will inspect the vehicle
    
14. After checking the application and vehicle for its correctness and other appropriate requirements the application will be processed to transfer the vehicle.
    
    

Apply Online - New Delhi Transfer Ownership of Vehicle Online with Images

1. To transfer vehicle ownership, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

IMPORTANT: RTO requires all forms (28,29,30, 35,36 etc) to be printed from the Parivahan website after you have registered vehicle online : National Portal Login

Transfer of ownership in case of death of the registered owner

1. Application form 31:Form 31
   
2. Legal heir certificate
   
3. Affidavit from other legal heir in acceptance of transferring the vehicle
   
   

For transfer of ownership – In case of sales of vehicle

1. As a primary document applicant has to enclose…
   
   • Form 29 (two copies) & 30 (two copies): Log into Parivahan website and go to Vehicle related services. Then apply for transfer of ownership and fill details to download application form 29 and Form 30. The generic forms Form 29 Form 30 are not accepted at RTO
     
   • If there was a loan/lein then Hypothecation termination or transfer is to be done prior to sale of vehicle
   • The receipt obtained from the Parivahan website : National Portal Loginfor the application of transfer of ownership
     

Transfer of ownership to a buyer or RTO outside state

1. If you are transferring the car to an out of state person, first you need to apply for a No Objection Certificate (NOC - Please check with local RTO whether NOC is required before processing) in triplicate, (and in quadruple if vehicle is on lease/lien/loan). This is Form 28. First you will have to register your vehicle on the website, enter all the details in the website and then you can print Form 28 with your details printed already. Remember the generic form Form 28
   is not acceptable at RTO

For transfer of ownership – In case of purchase of vehicle at a public auction

1. Application form 32
   
2. The certificate or order confirming the sale of the vehicle in his favor duly signed by the person authorized to conduct the auction
   
   

Apart from the above said Form and documents please enclose the following documents respectively to all the procedures

1. The certificate of registration
   
2. The certificate of insurance,
   
3. The certificate of pollution under control
   
4. PAN card in case of 4-wheeler
   
5. The appropriate fee as specified in rule 81.
   
6. Pollution under control certificate
   
7. Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy
   
8. Pencil traced “Chassis Number” is the primary detail for applying
   
9. Aadhaar card
   
10. Passport size photo
    
11. No objection certificate from the Financier if the vehicle held with Hire Purchase
    
12. Valid Tax receipt

Eligibility

• Owner of the vehicle can apply for transfer of ownership of vehicle
  
• In case of death of the owner – Legal heir is eligible for this procedure

Validity

• In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration, and it is renewed after every five subsequent years.
  
• In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

Need for the Document

• The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  
• The transfer of ownership of vehicle is needed.
  
• In case of death of the registered owner, then the application is to be made by the legal heirs of the vehicle with the required set of documents.
  
• The sale of vehicle also requires transfer of vehicle ownership from seller
  
• Purpose is to establish clear ownership and to tax motorist or vehicle owners.
  
  

Information which might help

• In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
