PROCESS FOR CITIZENS & NON CITIZENS OF NETHERLANDS – FOR BOTH WHO LIVE IN NETHERLANDS AND OVERSEAS:
- I. Apply in Netherlands
- a. Apply in person (If you are registered in the “Municipal Records Database” (BRP))
- Applicant can apply for a certificate of conduct at the Population Affairs Department (Burgerzaken/Publiekszaken) of the municipality where they are registered in the Municipal Personal Records Database (BRP).

- Go to the respective office to apply or you can appoint a representative to apply on your behalf.
- Don’t forget to take the required copy of documents along with originals to the office.
- Please talk to the authority for your requirement. As per authorities advice one has to submit the application along with documents.
- Applicant should pay for any charges if required as advised.
- This application will be processed by respective department.
- The certificate can be collected from the office where applicant applied in person upon notification or issued as per norms.

- Once the application, document and applicable fees are submitted, it will processed internally to issue the certificate as per deliverable mode applicable.
- When your representative applies on your behalf, he or she must bring:
- His or her ID card.
- Letter of authorization, also stating the address to which the certificate must be sent.
- All of original applicants documents that are needed when they apply in person.

EligibilityEdit
- Applicant with valid passport and a valid address proof.
- Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
- The current address of the applicant must be same as in the passport and other supporting documents.
- Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Need for the DocumentEdit
- A Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG) is a document by which the Dutch Minister of Security and Justice declares that the applicant did not commit any criminal offences that are relevant to the performance of his or her duties. For example, a taxi driver who has been convicted several times of drunken driving, or an accountant convicted of fraud are unlikely to be issued with a certificate. Obviously, an accountant who has been convicted of drunken driving may well be granted a certificate.
- A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.
Information which might helpEdit
If the individual has no criminal record, the certificate will be issued. If the individual has a criminal record, the authorities will decide whether the offences in question are relevant to the application. For example, offences that would present difficulties for someone applying for a teaching job may not be relevant to an accountant. If the application is refused, the individual will receive written notification stating the reasons for refusal. If the application was submitted electronically, the VOG will be sent to the address that was registered. If the VOG is needed at an address other than the “GBA address”, this must be stated on a paper application form.
Security features
- The certificate has the individual’s details and a background blue justice logo.
- If copied, the text “copy” will appear on the certificate.
- The paper has a characteristic wavy watermark. The watermark is clearly visible; there are diagonal meandering lines when the paperis held up to the light.
- Under a UV lamp, small paper fibres in the paper and the logo at the bottom right will fluoresce. Furthermore, the number in the upper right hard corner will fluoresce blue. To check the authenticity of a VOG there are a number of characteristics listed on the back. It is the task of the organisation to make sure someone is in possession of an authentic VOG.

- In order to obtain a police clearance certificate from Netherlands. You should send a written disclosure request to Royal Netherlands Embassy in the country where you are currently residing. The Central Criminal Record Department coordinates with immigration police, security police for obtaining police clearance certificate.
- All the supporting documents must be certified, shall only be considered by the consular Office. You have to fill the prescribed application form in all sections completed in BLOCK CAPITALS with black ink. Obtained a complete set of 10 fingerprint impressions* taken by a qualified fingerprint officer at our lab.
- The original of the fingerprints must be posted with your completed application form. We will prepare some document which need you to sign and send us. *The applicant should furnish his or her full name, date and place of birth, place and period of all residences in the Netherlands, including full addresses.
- Applicant must apply with Completed Application Form (Personal Particular) provided at our Organization for Police Clearance Certificate.
- The certificate will be posted to the forwarding address as indicated by the applicants in the application. The police clearance certificate should be authenticated by the Royal Netherlands Embassy.
