This procedure explains various ways to Obtain a Community Tax Certificate (Cedula) in National Capital Region (NCR).
Apply In-PersonEdit
- Here are the procedures on how you can obtain a Community Tax Certificate (Cedula or CTC). To apply for a CTC go to your local barangay, city or municipal treasurer's office. You can use the link provided under 'Office Locations & Contacts' section to search for your LGU's address and contact details.
- Ask where can you get an information form/application sheet.
- Fill out the information form/application sheet or Community Tax Declaration Form (CTDF). In the form, you will be asked to provide your name or the name of your company, address and amount of income earned.
- Once you are done filling up the form submit it together with your proof of income, identification and other supporting documents (for businesses or corporation).
- Pay the required tax amount.
- Sign and affix your right thumb print on the space provided on the CTC.
- Collect your CTC or cedula.

- For representatives:

- Authorization Letter with a photocopy of government issued valid ID of the person being represented

- For representatives:

- Authorization Letter with a photocopy of government issued valid ID of the person being represented
Renewal of Business:
- Accomplished Community Tax Declaration Form (CTDF)
- Government issued valid ID
- Proof of Income (Approved business tax declaration by an evaluator from the City or Municipal Treasurer’s Office)
- For representative:
- ID of the representative
- Authorization Letter with a photocopy of government issued valid ID of the person being represented

Tax amount will depends if you are an unemployed, a business owner or an employed professional:
- Basic Community Tax Php5
- Additional Community Tax (this will not exceed Php5000): The Gross receipts or earnings derived from business during the preceding year (Php1 for every Php1000); Salaries of gross receipt or earning derived from exercise of procession or pursuit of any occupation (Php1 for each Php1000); Income from real property (Php1 for each Php1000)

Community Tax Certificate (CTC) or Cedula is issued to a person or corporation upon payment of the Community Tax. A community tax is paid in place of residence of the individual or in the place where the principal office of the juridical entity is located. You can go to your local barangay (where you are a resident), or the municipal or city hall (City Treasurer’s Office) to apply for a CTC.

Need for the DocumentEdit
The Community Tax Certificate (CTC) popularly known as residence certificate, is usually used for documentation purposes. You will normally be asked to present a CTC when conducting transactions in various offices and agencies of the government. For instance, you could be asked to present a cedula as a supporting document when applying for a barangay clearance or a passport.

A CTC is required to be presented every time an individual acknowledges any document before a notary public; takes the oath of office upon election or appointment to any position in the government service; receives any license, certificate, or permit from any public authority; pays any tax or fees; receives any money from any public fund; transacts other official business; or receives any money from any public fund.
