Morocco - Obtain a Temporary Passport

For Adults

Fill up a passport application online. You may also download and print out the application form and manually fill it up.
The application of provisional passport is submitted personally by the applicant at the administrative annex or cadat depending on their place of residence on the visa application form. Thereafter, the application file is returned to the applicant who shall deposit at the prefecture or the relevant province in return for a receipt.
The temporary passport will be issued to the applicant by the prefecture or province. Applicants must return the deposit receipt of the signed and dated application, after verifying the personal data on the data page (page 2) the temporary passport. In case of renewal, the applicant may withdraw its provisional passport after presenting his old passport which will then be cancelled before giving it back to its owner. In case the old passport was stolen or lost, the applicant shall provide a declaration of loss or theft. Note: the applicant's presence is required to receive the temporary passport.

For minors aged between 12 and 18 years

The legal representative of the minor must fill up a passport application online. Or the legal representative may also download and print out the application form and manually fill it up.
The application to obtain a provisional passport is filed by the applicant's legal representative to the administrative annex or cadat which depends on the place of residence of the applicant for the visa application form. Thereafter, the application file is returned to the applicant's legal representative, who shall deposit at the prefecture or the relevant province in return for a receipt. The presence of the minor applicant is required when the application is submitted. The applicant must have his/her fingerprints collected by the passport officer, unless he/she holds a national electronic identity card or has already performed this step in a previous request. This procedure can be accomplished at relevant departments of the General Directorate of National Security services upon presentation of application to obtain a temporary passport. After completion of this procedure, DGNS shall issue to the legal representative of the applicant a receipt, a certified copy thereof shall be attached to the application file before it is filed with the prefecture or province. The legal representative of the minor applicant may, if he wishes, obtain a national electronic identity at the end of the procedure for fingerprinting in accordance with the legislation in force.

For Adults

Completed application form, duly dated and signed.
Photocopy of the national electronic identity card valid.
Proof of the emergency.
Two recent, identical passport photographs, light blue or gray, 35mm x 45 mm, clearly showing the whole face of the applicant. Sample Photo
Stamp tax imposed by the legislation in force (300dhs).
In case of renewal: the old passport.
In case of theft or loss: a declaration of loss or theft.

For Minors Aged 12 to 18 years old

Completed application form, duly dated and signed.
A certified true copy of the original deposit receipt of the request for issuance or renewal of a national electronic identity card issued by the General Directorate of National Security.
An extract of birth certificate or a full copy of the register of civil status not older than three months.
A certificate of residence issued by the competent local administrative authority or consular registration certificate* if the applicant resides abroad. Note*: The consular registration certificate is issued by the diplomatic mission or consular post or the Directorate of Consular and Social Affairs of the Ministry of Foreign Affairs and Cooperation in Rabat.
Proof of the quality of the legal representative and the relationship to the minor.
Proof of the emergency.

Note: Minor holders of national electronic identity card are exempt from the extract of birth certificate or a full copy of the register of civil status, residence certificate or certificate of consular registration and a certified copy of the original receipt issued by the General Directorate of National Security after completion of the procedure for taking fingerprints.

For applicants younger than 12 years old

Completed application form, duly dated and signed.
An extract of birth certificate or a full copy of the register of civil status not older than three months.

A temporary passport is issued on request of the person concerned or his legal representative, in the case of a minor or an adult under guardianship.
For Adults, the temporary passport is established based on the applicants valid national electronic identity card .
For minors aged 12 and over who do not possess a national electronic identity card, the temporary passport is based on the extract of birth certificate or a full copy of the register of civil status and number of national electronic identity card found on the receipt which is submitted by the General Directorate of National Security at the end of the procedure for taking fingerprints.
For minors under 12 years, provisional passport is based on the extract of birth certificate or a full copy of the register of civil status.
Minors under 12 years are exempt from the procedure of gathering fingerprints.
Issuance of provisional passport is possible only if the applicant has not been issued with a temporary passport in the past 5 years.
For applications received outside Morocco: The applicant must be lawfully present in the host country and has not already received a temporary passport in the past 5 years.
In case of renewal, the applicant may withdraw his new passport after canceling the old passport.

Temporary passports are travel documents issued during emergency situations, when the applicant urgently needed to go abroad for humanitarian , medical, occupational, or academic reasons, and it is not possible for the applicant to wait for a Biometric Passport to be issued.
