Morocco - Import a Vehicle Duty Free

The process that is involved in registering a Duty free Vehicle in Morocco are not far different from importing a new ordinary vehicle, the only difference is in the payment of government tax,in that the Duty free vehicle is not required to pay government taxes whereas the ordinary new vehicle pays for taxes.
- Step I
- is to present paper documents to be filled:
As indicated above present original vehicle document fully filled at the Ministry. The Ministry of Transport requires the original title and registration card before a vehicle can be registered in Morocco,Ministry of Foreign Affairs (MFA) approval is not required for a vehicle to enter Morocco, provided it has a current registration (from origin) and is insured for use in Morocco. However a duty free import request (bon de franchise) must be approved by the Ministry of Foreign Affairs(MFA) and the vehicle registered locally within one month following the importation.
- Step II
- Police report and Endorsement on the filled form.
After the completion of the Forms listed above, the registration officer will forward them to the Police Officer attached to the Licensing office to append his/her signature on the Allocation form after verifying and satisfied with the documents along with the vehicle brought for registration.
This is to ensure that the vehicle under registration satisfies all the existing laws binding motor vehicle registration and that the vehicle to be registered is risk free not a stolen vehicle.

- issuing a new number plate
Upon receipt of the police endorsed document, the registration officer then process for payment based on the type and capacity of vehicle;
Some personnel, such as AID contractors, will be placed on a separate list and issued OI plates (Organization International) also known as yellow plates.
These individuals must re-export their car or sell it only to another Organization international entitled person. Country Diplomat and PAT personnel may not buy an OI registered vehicle.

- it is always important to check with Post before making arrangements to import a duty free vehicles to ensure compliance with Moroccan requirements.
Be advised that all vehicles that enter the country duty-free are effectively limited to resale within the diplomatic community. Resale outside the diplomatic community on the local market is a complicated and prolonged process and may not even by possible if a CD car has not been registered for two years, or a PAT car has not been registered for three years in country. Even if the Ministry of Foreign Affairs approves resale on the local market, high duties (60%) drastically limit resale value, and those who can afford the duties are more likely to purchase new cars.

To be Eligible, the applicant:
- i). Diplomats or their family members accredited to Morocco from other countries.
- ii). Diplomatic administrative members and their technical staff
- iii). Moroccan government officials, including Defense Forces personnel, serving abroad on UN missions.
- iv). The importer must have been granted exemption from Morocco Revenue customs on similar grounds within the preceding five years.

- i).You will need to appear in person with an inspection report which details the specifics of the vehicle.
- ii). Follow the Safeguard and anti-dumping measures may be taken against the imported Vehicle so that it does not cause causing serious harm to the country.
- iii)The corresponding emission test must be done to check weather the vehicle is in a good condition before it is permitted to be used on the public roads of Morocco.
- iv)when you plan to import your vehicle duty free into Morocco, be sure to enlist customs brokering services from your international moving company to aid you in the preparation of your paperwork.
- v).If additional vehicles are being imported, customs authorities must be informed of any upon arrival of the first shipment.
- vi).Married diplomatic or consular personnel on the diplomatic or consular list may import two vehicles duty-free any time during their stay in Morocco.
- vii)while Single diplomatic or consular personnel may only import one vehicle duty- free during their stay in Morocco.
- viii)Administrative and Technical personnel (those without a diplomatic title), are limited to one vehicle per family duty-free within the first six months after arrival.

- iii). Comprehensive valued inventory list (notarized in French and dated and signed by client)
- iv). Original change of residence certificate (in French, issued by authorities at point of origin, and signed and stamped on letterhead)
- v). Residence visa (from nearest central police station in Morocco)
- vi. Work permit or letter from employer
- vii. Work contract (issued by Labor Ministry in Rabat)
- viii. Authorization letter (signed by customer to authorize Destination Agent to clear the shipment)
- ix. Packing list (in French)in case you are importing other personal goods.
- x. Duty free certificate (for free entry provided by customs head office)

Morocco truly is the gateway to the Mediterranean and a unique mixture of Africa and the Middle East. In order to import a duty free vehicle in Morocco,the vehicle must be exempted from VAT payment, Customs Duty, Excise Duty or any other consumption taxes payable at the port of entry. The vehicles that are normally exempted from Import duty in Morocco include embassy vehicles,Ambulances,Touring vans and buses,vehicles for investment purposes depending on the nature and purpose of the investment as the board my think fit. All products may be imported except for retreaded or used tires, explosives, and used clothing are not accepted in Morocco.
