Monaco - Obtain Certificate of Domicile for Tax Purposes

Issuance
- In order to obtain a certificate of domicile or a declaration of usual residence in the Principality, you must go to the Department of Tax Services, Administrative Support Unit. There you will be given all necessary information and documents, that you need to know and fill up to complete the procedure. Issuance fee is 12.00.
Renewal
- The Certificate of Domicile or Declaration of Residence Certificate must be renewed every three years, after checks have been carried out to ensure that the person is still in conformity with the conditions for issuing the declaration. Bring the documents to be renewed to the Department of Tax Services and pay the renewal fee of 12.00.

EligibilityEdit
The treaty states that French people who have lived in Monaco as their usual place of residence for at least five years as of 13th October 1962 (example, before 13th October 1957) are considered as domiciled outside France for the purposes of liability for income tax, as long as they have lived in the Principality (Monaco) continuously since moving there.
The treaty also applies to people who are part of, or associated with, the Princely Household and who have been so since the date of moving to the Principality.
For civil servants, officers and employees of the Monegasque public services who moved to Monaco as their usual place of residence before 13th October 1962.
Those who are born after 13th October 1957 may obtain a certificate of domicile as set out in the exchange of letters of 17th August 1978 and 23rd May 1979, on condition that they fulfil the following two requirements:
- That their father or mother (or both) must possess a certificate of domicile
- And that their father or mother, who holds a certificate of domicile, must have reached majority by 13th October 1957 (example, born before 13th October 1936, as the age of majority at the time was 21), or before 13th October 1962 in the case of children whose parents are civil servants, officers or employees of the public services, and those who are part of or associated with the Princely Household (example, born before 13th October 1941)

ValidityEdit
The Certificate of Domicile or Declaration of Residence Certificate is valid for a period of three years, and upon expiration of the said document, a check will be carried out to ensure that the person in question still has their usual place of residence in the Principality. Failing this, the certificate will be withdrawn, with retrospective effect if necessary.

Residents of the Principality
Beginning January 1986, and following the removal of the concept of "Head of the Family" in French taxation law:
The spouse of a French national, if the French national possess a certificate of domicile, is eligible to enjoy "fiscal privileges," on a condition that he or she has lived in Monaco with his or her spouse since the date of their marriage.
The rule also applies to:
- The spouse (male or female) of a Monegasque person.
- And to French nationals who are married to someone with a nationality other than Monegasque or French, before January 1986 and who moved to Monaco before the said date.
Dual Nationality
For individuals who possess dual nationality (French and nationalities other than Monegasque) who lives in Monaco or who is moving to Monaco is considered as of French nationality only for tax purposes.
