Apply In-Person

  1. To Transfer Vehicle Ownership, the applicant has to approach the RTO office to which his area belongs to – link
  2. An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link link

Form 29, Form 30, Form 28 - In case of sale of vehicle. Form 31 - In case of death of the vehicle owner. Form 32 – In case of public auction.

  1. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  2. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  3. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  4. Submit all the documents with the completed form to the concerned officer.
  5. The applicant has to pay the prescribed fee as requested by the authority.
  6. After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
  7. An acknowledgment receipt will be provided. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
  8. Produce the vehicle for inspection authorities will inspect the vehicle
  9. After checking the application and vehicle for its correctness and other appropriate requirements the application will be processed to transfer the vehicle.
  10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.



Apply Online - Meghalaya Transfer Vehicle Ownership Online with Images

  1. To transfer vehicle ownership, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

  • Please use the following set of documents in respect to the process.

Transfer of ownership in case of death of the registered owner
  1. Application form 31: Form 31
  2. Legal heir certificate
  3. Affidavit from other legal heir in acceptance of transferring the vehicle

For transfer of ownership – In case of sales of vehicle
  1. As a primary document applicant has to enclose…
    • A no objection certificate granted by the registering authority (or)
    • The receipt obtained from the registering authority (or)
    • The postal acknowledgement received from the registering authority where the application for no objection certificate has been sent by post.
  2. An application for Issue of No Objection Certificate shall be made in Form 28 (in triplicate) to the Registration Authority by which the Vehicle was previously registered / transferred. by affixing Rs.3/- Non-Judicial Court Fee Stamp: (Please check with local RTO whether NOC is required before processing)

For transfer of ownership – In case of purchase of vehicle at a public auction
  1. Application form 32
  2. The certificate or order confirming the sale of the vehicle in his favor duly signed by the person authorized to conduct the auction

Apart from the above said Form and documents please enclose the following documents respectively to all the procedures
  1. The certificate of registration
  2. The certificate of insurance,
  3. The certificate of pollution under control
  4. PAN card in case of 4-wheeler
  5. The appropriate fee as specified in rule 81.
  6. 2 Photograph of the applicant with vehicle clearly showing number plate
  7. Pollution under control certificate
  8. Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy
  9. Pencil traced “Chassis Number” is the primary detail for applying
  10. Aadhaar card
  11. Passport size photo
  12. No objection certificate from the Financier if the vehicle held with Hire Purchase
  13. Valid Tax receipt

ValidityEdit


  • In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration, and it is renewed after every five subsequent years.
  • In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

Need for the DocumentEdit


  • The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  • The transfer of ownership of vehicle is needed.
  • In case of death of the registered owner, then the application is to be made by the legal heirs of the vehicle with the required set of documents.
  • The sale of vehicle also requires transfer of vehicle ownership from seller
  • Purpose is to establish clear ownership and to tax motorist or vehicle owners.

  • In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
