Meghalaya - Apply Aid or Financial Assistance for Child Labour

Apply In-Person:

  1. An organization desirous of availing grant in aid of projects for child labour shall send their applications for central assistance to the concerned department of labour of the respective State Government.

Please visit the respective office and consult with the designated authority about the application procedure. Please collect the application form or write on a plain A4 sheet as advised.

  5. Complete the application form and attach all the required documents as per the “Required Documents” section of this page and submit it to the designated receiving authority as advised.
  6. Submitted application will be verified by the authorities. If all are in place, the applicant will be provided with acknowledgement for the submitted application. Please keep it safe for future reference.
  7. This application will be processed internally.
  8. Once the applicant’s details, documents and the proposals are credible, the department will send their views, comments and recommendation about the experience, financial capability, suitability of the organization, feasibility and viability of the project to be undertaken to the Ministry of Labour.
  9. On receipt of the recommendations from the state department, the Ministry of Labour will consider the application for aid.
  10. Thus, the proposals shall be examined by a Committee to validateall relevant factors such as eligibility, nature of activity proposed etc. Once the validation is over, based on the requirement, the applicant may be informed to make suitable modification of the proposal with respect to the size, scope, duration etc.
  11. On favourable condition of approval for the proposal, the committee will seek the budget approval of the Integrated Finance Division (IFD).
  12. On approval of the IFD, the decision of the committee will be conveyed to the applicant (organization) in the form of an offer of “Grant-in-Aid”.
  13. On receipt of the offer from the committee, the organization has to submit the acceptance of offer. However, the maximum duration of the project for which the “Grant-in-Aid” is sanctioned, shall be for 3 years.
  14. On acceptance from the organization for the grant and before the release of the grant, the grantee should execute an agreement bond on stamp paper of requisite value. This agreement should be endorsed by two sureties in favour of the President of India. Please refer to the “Note” section below for more information on the agreement details.
  15. Once the organization submits their acceptance and signing of agreement bond is complete, 75% of the amount of assistance would be released as first instalment.
  16. As per the government norms, the grantee should provide theQuarterly Progress Report to get the remaining 25% of amount for the first year and 1st instalment for the 2nd year (i.e. 75% of the sanctioned annual assistance).
  17. Along with the quarterly progress report, the grantee should provide the audited statement of accounts (including balance sheet, income & expenditure accounts and receipt & payments account) and utilization certificate for the previous financial year. Also, the inspection report of an officer nominated by the ministry of labour should be enclosed.
  18. The requisition for the release of instalmentgrant can be made on a yearly basis. While submitting the request, a copy of this request/application shall be sent to the State Government by Registered Post.
  19. The grantee shall follow the terms and conditions to get the sanctioned annual assistance as per the norms.


Note:
  • The joint secretary, in charge of women and child labour, ministry of labour heads the committee. The committee includes representatives from the Departments of Women & Child Development and Elementary Education, Government of India and the Financial Advisor (Ministry 3 of Labour) or his representative.
  • The committee meets at least twice in a year (month of April and August)
  • The following is the draft for the agreement.
    • The grantee assures to abide by the conditions of the grant by the target dates, if any, specified therein.
    • The grantee assures that he/she will not divert the grants and entrust execution of the scheme or work concerned to another institution(s) or organization(s).
    • In case of the grantee failing to comply with the conditions or committing breach of the bond, the grantee and the sureties individually and jointly will be liable to refund the entire amount with interest (6% per annum on the amount of grant-in-aid) thereon or the sum specified under the bondto the President of India.

EligibilityEdit

  • The organization/institution/university/NGO must be registered in India in order to apply for the grant in aid.
  • An organization / institution is eligible to apply, provided that the organization / institution is…
    • A Society which is registered under the Societies Registration Act, 1860.
    • A Public Trust which is registered under any law for the time being in force.
    • A Trade Union which is registered.
    • A Charitable Company which is licensed under Section 25 of the Companies Act, 1956 and
    • Universities/Institutions of higher learning set-up by an Act of Parliament/Assembly by Central/State Government and Organizations/Bodies/Self Help Group created under Plan/Non-Plan Scheme which areunder the administrative control of Central/State Government Departments.
  • A voluntary organization is eligible to apply based on the following factors.
    • The organization should provide welfare to the target group irrespective of anydistinction or caste, religion or language.
    • The organization’s financial position should be capable enough to execute the programmes. This can be accomplished by providing a minimum annual expenditure on items of recurring nature of the order of Rs.50,000/- approximately during the last 3 years.
    • The organization should preferably have three years of practical experience in the implementation of welfare programmes.
  • In the case of research projects, the scheme is limited to Universities/Institutions fulfilling the following criteria.
    • They shall be registered in India.
    • The Research/Academic/similar Institutions should be recognized by the Central/State Governments and Universities should be recognized by the University Grants Commission.
    • The organization should have prior experience of conducting at least one study in areas of social concern, either in thematic or in methodological dimension.

InstructionsEdit

  • Under the scheme, voluntary agencies are given financial assistance by the Ministry of Labour on the recommendation of the State Government to the extent of 75% of the project cost for the rehabilitation of working children.
  • As per the norms, the grant shall not be used for the following categories.
    • Buying land and building.
    • Purchase of vehicles, typewriters, plant,computers, and machinery etc.
  • The organizations/institutions should make sure that, the grant-in-aid is used for the purpose for which the sanction is given.
  • The organization should furnish an annual utilization certificate (in form GRF 19A).
  • The duration for the special schools (for child labour) should be 6 hours per day.
  • The ‘stipend’ to the children should be made through the post office/nationalized bank account. The account can be opened in the name of the child and mother/father.
  • An officer/authorized representative of the Ministry willauditthe grantee accounts at least once in a financial year.
  • An audited statement of accounts (in duplicate) should be furnished to the Ministry within 3 months of the expiry of the time prescribed for which the grant was released.
  • Incomplete application will be rejected.
  • Do not submit fake documents as proof to get the grant.
  • Avoid spelling mistakes while filling the application form.
  • If it comes to notice of the department at a later date that particulars given by an applicant are either wrong or contrary to truth, action will be pursued against the applicant.

Need for the DocumentEdit

  • In those districts where the ‘National Child Labour Project (NCLP)’ is not covered, the NGO’s takes care of rehabilitation of child labour. The Ministry of Labour has been financing the NGO’s by way of grant-in-aid for taking up action oriented projects for the benefit of child labour.
  • Please follow our procedure to avail the grant.
