Apply In Person

  1. To apply for a Licence to operate a Slaughterhouse, the applicant should make the application to the National Agricultural Products ​Regulatory Office (NAPRO) Under the Ministry of Agro-Industry and Food Security.   2. Visit the Ministry of Agro-Industry and Food Security office and obtain the application form of the license, or download the application form from the ministry’s website through this National Agricultural Products ​Regulatory Office Downloads (Please find “ ​ ​Application - Slaughterhouse Operator”.)
  3. Read and complete the application form as required and obtain the required supporting documents as mentioned in the “Required Documents” section below and attach the required documents to the application form.
  4. Visit the ministry office and pay the application fee at the cashier as mentioned in the “Fees” section below and obtain the payment receipt.
  5. Upon the payment, submit the complete application including the payment receipt to the National Agricultural Products ​Regulatory Office department for verification.
  6. The National Agricultural Products ​Regulatory Office official will assess the application to check if the form is completed as require and if the applicant provided the necessary documents and all the payments have been made.
  7. After the verification, the National Agricultural Products ​Regulatory Office official will issue the applicant an acknowledgment receipt of the application.
  8. The application will be forward to the relevant National Agricultural Products ​Regulatory Office official for processing and National Agricultural Products ​Regulatory Office will schedule an inspection date to visit the meat shop for due diligence.
  9. Then National Agricultural Products ​Regulatory Office will send an inspector to the premises for inspection to determine if all the safety equipment, ventilation, suitable of the facility location, employees have the right working gear, drainage system, storage, availability of water, etc.
  10. The inspector will then forward their inspection report to National Agricultural Products ​Regulatory Office for further assessment.
  11. National Agricultural Products ​Regulatory Office will review the inspection report and the application and if it is determined that the application and the slaughterhouse meet all the required standards, the application will be approved.
  12. Upon approval, the License will be processed and the applicant will be required to go to the National Agricultural Products ​Regulatory Office office, licensing unit with his/her NIC, and pay the license fee, upon which the applicant will be issued with the license.

  • Copy of National Identity Card (NIC).
  • Complete the application form.
  • Business Registration Card.
  • Trade Certificates.
  • Food Handlers certificate.
  • Copy of the Lease agreement (if the slaughterhouse is leased).
  • Certificate of Incorporation of Company (if applicable).
  • Flow chart of the slaughtering process showing clearly the CCP's (Critical Control Points).
  • Brief report description of the criteria of judgment for condemnation of carcass.
  • A copy of the Meat Inspection Manual (where applicable).
  • Any other requested document.

FeesEdit

  • Slaughterhouse operator fee: Rs. (MUR) 1000 per year.

  • The license is valid for one year and renewable thereafter.

Need for the DocumentEdit

  • The National Agricultural Products Regulations Act of 2013requires that all Slaughterhouse facilities be registered with the National Agricultural Products ​Regulatory Office and obtain a license after meeting the acceptable standards of Practice in the facility as set by the ministry, before commencing operation.
