How to Apply
Apply In-Person

  1. Companies/Employers that wish to employ foreign worker, should visit the regional ministry of labour, with the relevant supporting documents listed below and express your interest on the service desk.
  2. Collect the application form or click the link below to download Link (Application form)
  3. Fill it accurately, and then submit the completed form along with the supporting documents to be verified.
  4. Pay the processing fee of Rs 700 (per application), upon which you will be issued with a receipt.
  5. Your application file will then be forward to the ministry of labour to be verified and processed.
  6. You will also be notified by mail or phone once a decision has been made, with regards to the application.
  7. Please note: that on approval of the application, the prescribed work permit fees and annual fees, have to be paid within a period of 1 month. If payment is not effected within the given timeframe, the decision to grant work permit will be rescinded immediately
  8. The permit will be issued by the Ministry only after the arrival of the worker to Mauritius. Companies/employers have to call at the Ministry within two working days of the worker’s arrival to collect the Work Permit card. Only authorized personnel of the company or the employer will be issued the Work Permit Card and he/she should bring along his/her ID Card.



Online application

  1. Visit the work permit website and log in if you already have an account, if you do not have an account click on “Register now” tab Link .
  2. Read carefully through the term and conditions and if you agree to the terms and conditions, select “Agree” option then click on “Application Registration form” tab.
  3. The registration form will then be displayed;
    • Under “Type of applicant “drop box list {select whether you are registering as an Individual, Association, Private Company, etc.} then click on the “Proceed” tab.
    • Applicant details page will then be displayed, please fill in the fields in the form accurately. Fields, marked with an asterisk (*) are compulsory, captcha the security details and then click on “Save and proceed” tab
    • Details of Authorization user of e-work permit portal page will be displayed click on “Click the + (plus) Button to Add More Authorized Users, {if applicable} please fill in the fields in the form accurately. Fields, marked with an asterisk (*) are compulsory then click on “Save and proceed” tab.
    • Documents to be scanned and upload page will be displayed, upload the required documents listed on the site and then click on “Save and proceed” tab
    • Declaration page will be displayed with a summary of your registration application details, enter your passport number, then click on “submit” tab
    • You will then receive an email with further information on how to proceed to complete the registration process.
  4. One of the Directors/designated Authorised Users of the e-Work Permit Portal as provided in the Applicant Registration Form should, within two weeks of the notification issued by the System, call in person and book an appointment with the Employment Division.
  5. On the schedule date the applicant should visit the employment division office with the his/her National Identity Card, original copies of documents you had initial scanned when registering to be verified and sign the Applicant Registration Form.
  6. If all the documents are in order you registration request will be approved by the ministry and a username and password will be issued by email to Authorised Users to enable you to access the e-Work Permit Portal for submitting online applications.
  7. log in with the credentials (email address/password),you will then be automatically directed to the Dashboard section, click on the “Work permit” then select “New application“ from the extended drop box.
  8. Select the appropriate Job Grades and click on “Apply for Work Permit” tab, fill in the fields in the form accurately. Fields, marked with an asterisk (*) are compulsory, upload the required documents as listed on the site and then click on “save and proceed” tab to proceed to the next step.
  9. Complete the declaration section of the form then click on “submit” tab.
  10. After submitting the application form click on the “step 7-payment “tab and select the mode of payment convenient to you and pay the processing fee of 700Rs (per application).
  11. You will then receive a notification email notifying you that your application has been successfully submitted for verification and processing by the ministry.
  12. You will also be notified via the e-work permit portal, once a decision has been made, with regards to the application.

Note:

  1. Employers/Companies wish to submit the application via online but do not have an IT system, person in charge for filing the application should contact Employment Division office (contact listed below) for more information.
  2. Provisional Health Clearance is mandatory for all new application before proceeding with the work permit application process.
  3. Where applicable, companies should have obtained a Permission in Principle/Quota.
  4. Incomplete applications or inadequate filling of form will not be accepted. The application will be sent back to the employer.

REGISTRATION REQUIRED DOCUMENT

  • Certificate of Incorporation (where applicable)
  • Business Registration Card, (where applicable)
  • Proof of Address (e.g. recent Utility Bill or Bank Statement should be less than 3 months)
  • National identification card



REQUIRED DOCUMENT FOR PROFFESIONAL WORKERS

  • Passport sized photograph
  • Copy of relevant parts of passport showing name, date of birth, place and date of issue of passport, photo, passport number and movement of the foreign employee (data page). The Passport should be valid for at least six months.
  • Where applicable, certified copy of academic and professional qualifications and details of work experience should be submitted in either French or English.
  • Job profile (where applicable) of each employee.
  • A provisional health clearance obtainable from the Ministry of Health & Quality of Life.
  • Copies of press advertisement and outcome of selection exercise. Advertisements in newspapers should be of at least A5 size.
  • Documentary evidence from the employer certifying that the expatriate will earn a monthly salary of more than Rs 30,000 or a copy of Contract of Employment duly vetted by the Labour Division of the Ministry of Labour, Industrial Relations and Employment in respect of expatriates earning Rs 30,000 or less per month.
  • A copy of the Lodging Accommodation Permit (where applicable).
  • Latest NPF Receipt with list of local workers registered with NPF.
  • Particulars of Recruiting Agent, Local and Overseas, where applicable.
  • Turnover figures of the company for the last 3 years.



ADDITIONAL DOCUMENTS FOR SPECIFIC SECTORS

  • Bakery: Bakery Licence delivered by the Ministry of Industry, Commerce and Consumer Protection.
  • Fishing Sector: Certificate of Competency and Fishing Vessel licence.
  • Tourism, Hotels and Restaurants: Tourist Enterprise Licence delivered by the Tourism Authority and latest receipt showing contribution to the Tourism Employees Welfare Fund.
  • Education: Certificate of Registration of Company with the Mauritius Qualifications Authority and/or the Tertiary Education Commission.
  • Freeport Sector: Freeport Licence from the Board of Investment
  • Offshore Sector: Global Business Licence from the Financial Services Commission.
  • Construction Sector (for project basis)
  • Letter specifying the project on which the expatriate would be employed
  • Copy of Letter of award specifying completion date and value of project
  • For skilled workers such as Bartenders, Carpenters, Masons, etc., the company should clearly specify whether the expatriates would be employed as Superior Grade, Grade I or Grade II



ADDITIONAL DOCUMENTS TO BE SUBMITTED IN RESPECT OF SPECIFIC PROFESSIONS

  • Jockey
  • Covering letter from Nominator.
  • Recommendation letter from Mauritius Turf Club (MTC).
  • In case the jockey has been riding in Mauritius in the past, his Disciplinary Records must be attached and the MTC should inform whether they have any objection to the employment of the jockey for the current season.
  • In case the jockey will be riding for the first time in Mauritius, the MTC should specify this in the recommendation letter.
  • Transfer Certificate from Jockey’s Club, (i.e., a clearance from the Racing Club/Authority for which the jockey was actually riding, wherein the Club/Authority should inform that the jockey is not currently suspended, has not incurred any injury and has the relevant clearance to ride).
  • In case of transfer of the jockey from one stable to another a “no objection’ letter from the previous stable as well as from the MTC should be submitted.
  • Football/Basket Ball/Volley Ball/ Handball Players.
  • Covering letter from Employer
  • Letter from the relevant Sports Federation
  • Clearance-International Transfer Certificate
  • Additional Documents to be submitted in respect of:

Bangladeshi Workers

  • Name and address of the recruiting agents and relevant documents to certify that the recruiting agents are authorized by the relevant Authority in Bangladesh to recruit workers.
  • Copy of Recruitment Licence


NOTE: If any discrepancy is observed with regard to recruitment conducted by any recruiting agent, no further application for work permit involving that agent would be considered and legal action will be initiated against the recruiting agent or the employer.

Chinese Workers:

  • A letter from the employer communicating the name of its recruiting agent in China.
  • Documentary evidence from the recruiting company certifying that its services have been retained by the employer.


NOTE: Where an employer chooses to recruit workers through a recruitment agency which is not on the listed by the ministry, the employer should submit a request to the Chinese Embassy for that recruitment agency to be included in the list.

  • All documents should be in either English or French.
  • Upload all the required documents in the appropriate format provided by the system. The size limit is of 5 MB.

Foreigners meet the following criteria

  • Foreign workers should possess the skills, qualifications and expertise required for the job applied for;
  • Foreign workers should normally be aged between 20 and 60 years. Departure from this policy is exceptionally made for investors and expatriates who are above 60 years and who possess specific expertise.

Payment of fees may be effected:

  • Online on the e-Work Permit Portal through the e-payment Gateway of the Treasury. Visa and Master card credit cards from all banks (which have been enabled for online transactions) and SBM Visa Pre-paid cards may be used for online payment;
  • by cash/office cheque at the Cash Office of the Ministry, Level 10, Sterling House, Port Louis.
  • through the Point of Sales system at the Cash Office of the Ministry, Level 10, Sterling House, Port Louis. A fee at prevailing bank rates is applicable at the time of payment.

WORK PERMIT APPLICATION
Applications normally fall under two categories:

  • Those under a quota/ Permission in Principle already granted. In this case, the e-Work Permit System will track the number of applications submitted by a company and Work Permits issued. Applications not in line with that quota or in excess of the quota will not be accepted by the System.
  • Those in respect of professionals, technical and managerial grades for which a permission is generally not needed.

Need for the DocumentEdit

  • A work permit is an official document that gives its holder permission to work in a country where he or she is not a citizen.
  • The grant of the work permit is governed by the Non-citizens (Employment Restriction) Act 1973 stipulates that a “non-citizen shall not engage in any occupation in Mauritius for reward or profit or be employed in Mauritius unless there is in force in relation to him a valid permit and he engages in the occupation”, or is employed in accordance with any condition which may be specified in the permit.
  • The Act also stipulates that “no person shall have a non-citizen in his employment in Mauritius without there being in force a valid permit in relation to that employment.” For this purpose, Work Permits for non-citizens are issued by the Employment Division of the Ministry of Labour, Industrial Relations, Employment and Training (MLIRET) under the Non-Citizens (Employment Restriction) Act 1973.

Important notes:

  • Applications for Work Permit should be submitted two months prior to the expiry of the current Work Permit. You will receive a notification issued automatically by the e-Work Permit System two months before the Work Permit expires reminding you to submit an application for renewal.
