Apply In Person
- To apply for the Public Collection Permit, you should make your application to the Mauritius police commissioner. Please view the office of the commissioner of polices address in the “Office Locations & Contacts” section below. - Write an application letter addressed to the commissioner of police, in the form prescribed in the First Schedule of the Public Collection Act. Please refer to the “Information which might help” section below to read the act.
- Prepare all the required documents according to the "required documents" section below and attach all the documents with the application letter.
- Then send your application to the commissioner of the police through this address: Office of the Commissioner of Police, Headquarters Line Barracks, Port Louis. Note that you should send/submit your application not less than 15 days before the date, on which the collection is intended to start or to be made.
- Upon receipt of your application, the commissioner of the police will assess the application to determine if it meets the standard requirement for approval.
- If the commissioner determines that the application does not meet the required standards for issuance of the permit, the application will not be approved and you will be informed in writing that your application has been rejected.
- If the commissioner is satisfied that the application meets the required standards, the application will be accepted and the Public Collection permit will be processed and sent to you.

- Memo from Fire & Rescue Services (Persons, victim in a case of fire).
- Building Permit (Registered charitable Institutions/ Religious Society for religious ceremony or construction/ renovation of a religious building).
- Authorization letter from Ministry of Education/ PSSA (for educational purposes)
- Identification document (National Identification Card).
- Any other document request by the commissioner

- Persons requiring medical treatment/ surgical operation abroad when treatment is not available in Mauritius. (Recommendation from Ministry of Health & Quality of Life required).
- Persons or victims in a case of fire. (Memo from Fire & Rescue Services to be enclosed).
- Registered charitable Institutions/ Religious Societies for religious ceremonies or construction/ renovation of a religious building. (Building Permit to be enclosed).
- Parents/ Teachers Association of Educational Institutions for educational purposes. (Authorization from Ministry of Education/ PSSSA to be attached)

InstructionsEdit
- If your application is rejected, you can appeal to the president within seven days of receiving the rejection letter.
- Any person helping the promoter (person responsible for the public collection) should have with a Collector’s Permit, which should be signed by the promoter and bear the official stamp of the ‘Office of the Commissioner of Police’ with mention that the ‘Photocopy of this document is not valid.
- Only the promoter and authorized collectors are allowed to collect money from members of the public on the presentation of their permits.
- Every promoter shall, within one month of the completion of a collection, forward to the Commissioner of Police a detailed statement showing the amount of money or other property collected, expenses incurred for the collection, and how the proceeds have been or will be used.
- Any person who contravenes the Public Collections Act shall commit an offense and shall, on conviction, be liable to a fine not exceeding Rs 5,000/- and to imprisonment for a term not exceeding one year.
