Procedure

Apply In-Person

1. To apply for permission to display an advertisement along a classified road, you should make your application to the Road Development Authority (RDA). Please view the RDA contact details through this RDA contacts.
2. Obtain the application form in person from the RDA office or download the form from the RDA website RDA Downloadable Documents and Forms (please select “Application for Permission to Display Advertisement” to download the form).
3. Read and complete the application form accordingly and then gather and prepare all the required supporting documents as mentioned in the “Required Documents” section below.
4. Then visit the RDA office and submit your application along with the required documents to the service official at the reception for verification.
5. The official will verify your application to check if the form is completed as required and if you have provided all the documents.
6. If the application is complete, you will be required to pay the non-refundable processing fee of Rs 500 for each advertisement you wish to apply for and obtain the payment receipt.
7. Upon the processing fee payment, the RDA will schedule an inspection date to inspect the site where the advertisement will be placed.
8. On the scheduled date, an RDA official will inspect the site and write a report of the finding and forward the application to RDA for evaluation.
9. On receipt of the inspection report, the RDA will review your application and determine if it is in line with the RDA required standards.
10. If the RDA is satisfied with the application and the inspection report, they will apply a two-phase process before issuing the permit to you.
11. In phase one, you will be issued with a Letter of Intent, specifying all conditions for the erection and display of the structure and within seven days of receipt of the letter, you will pay a refundable deposit by cash or cheque) to the RDA.
12. Thereafter, you will be authorized to erect the advertisement which will be strictly constructed as instructed in the Letter of Intent
13. Upon constructing the advert structure, inform the RDA and they will inspect the structure to confirm that it is indeed made following the RDA requirements.
14. If RDA is satisfied with the advert structure, they will authorize the processing of the permit.
15. You will then be issued with the Advertisement Permit and you will be refunded back the deposit you paid.
16. In case you do not comply with the RDA instructions in constructing the structure, the Authority will not refund the deposit until corrective measures are applied or the illegal structure removed.

• Certified Copy of Title Deed of Memorandum of Survey from Landowner
• Original Certificate from Registered Professional Engineer – certifying that the structure supporting the advertisement can resist wind gust of 120 km/hr (mandatory for each Billboard 12m2 or more)
• Clearance from CEB (if the advertisement is located within 5 meters of high-tension cables)
• Insurance cover ( for advertisement 12m2 or more)
• A non-refundable processing fee of Rs 500/ (for each advertisement applied).

Eligibility

Individuals, companies, and advertising agencies who wish to build an advertisement structure are eligible to apply.

Fees

• A non-refundable processing fee of Rs 500/ (for each advertisement applied).
• Deposit of rate of Rs 2,000 per square meter of the advertisement poster/billboard
  

Validity

Advertisement Permits are issued for a maximum period of five years and renewable thereafter.
